Bumps the actions group with 2 updates: github/codeql-action/init and github/codeql-action/analyze.

Updates github/codeql-action/init from 4.38.3 to 4.39.0

Release notes

Sourced from github/codeql-action/init's releases.

v4.39.0

  • Breaking change: Bump the minimum required CodeQL bundle version to 2.20.7. #4205
  • The codeql-action/analyze step now validates that a correct argument for the checkout_path input has been provided. The checkout_path input must be set to the path where the repository that is being analyzed is checked out at on the runner, if that path is something other than the workspace root. If the path does not point to a repository checkout or is different from the path that was used by codeql-action/init, then the CodeQL Action now produces a warning. #4148
  • Resolved an issue with third-party caching implementations that prevented caches from being restored correctly. #4206
  • The codeql-action/start-proxy step that is used in Code Scanning Default Setup now finds CodeQL releases using the same logic as codeql-action/init. This primarily benefits customers who are using GitHub instances other than github.com where the codeql-action/start-proxy step may previously have been unable to locate recent releases and ended up using outdated versions of the private registry authentication proxy as a result. #4198

4.38.3 - 08 Oct 2026

  • Upcoming breaking change: CodeQL version 2.21.2 and earlier were discontinued on 24 September 2026 alongside GitHub Enterprise Server 3.17, and will be unsupported by the next minor release of the CodeQL Action. Added a deprecation warning for customers using these versions of CodeQL. #4188
  • Update default CodeQL bundle version to 2.27.2. #4203
  • Fixed a bug where the decision of whether to use a per-language bundle did not account for custom configurations that reference queries outside of compiled CodeQL packs. This issue was caught during internal testing and did not affect any customer repositories. We will resume the roll out of per-language bundles in the coming weeks. #4184

4.38.2 - 24 Sept 2026

  • Update default CodeQL bundle version to 2.27.1. #4160

4.38.1 - 18 Sept 2026

  • The CodeQL Action now has experimental support for CodeQL releases for which per-language bundles are available. Per-language bundles support analysis for a single language and are therefore smaller than the combined bundles that allow analysis for all supported languages. As a result, per-language bundles take up less space on disk and are faster to download. We expect to roll this change out to everyone in the coming weeks. #4146

4.38.0 - 09 Sept 2026

  • On GitHub-hosted runners, the CodeQL Action now deletes unused CodeQL bundles from the toolcache before downloading a different bundle, which frees up disk space for the analysis. We expect to roll this change out to everyone in September. #4124
  • The CodeQL Action now supports CodeQL releases that are compatible with Linux Arm64 and downloads the native linux-arm64 CodeQL bundle when available. #4072
  • Update default CodeQL bundle version to 2.27.0. #4129

4.37.9 - 26 Aug 2026

  • Update default CodeQL bundle version to 2.26.4. #4106

4.37.8 - 21 Aug 2026

No user facing changes.

4.37.7 - 13 Aug 2026

  • Update default CodeQL bundle version to 2.26.3. #4085

4.37.6 - 04 Aug 2026

  • Changed the default filepath for the new remote file address format that was introduced in CodeQL Action 4.37.0 / 3.37.0 to .github/codeql-config.yml to align it with the suggested path that is used elsewhere. #4070

What this changes

This PR updates the pinned CodeQL initialization and analysis actions from 4.38.3 to 4.39.0.

Example: The CodeQL workflow analyzes JavaScript, TypeScript, and GitHub Actions.

  • Before: Both CodeQL steps run version 4.38.3.
  • After: Both CodeQL steps run version 4.39.0.

Measure Result What it means
Overall readiness 🐚 platinum hermit (4/6) A focused, compatible dependency update with verified upstream identity and successful relevant workflow execution.
Proof confidence 🌊 off-meta tidepool Not applicable: This Dependabot maintenance PR is outside the contributor proof gate; exact-head CodeQL initialization and analysis passed for both configured languages.
Patch quality 🐚 platinum hermit (4/6) No actionable review findings were identified.

Kind: Maintenance · Worth it: Yes · Fix scope: Complete
User problem: Repository security scanning relies on an older CodeQL Action release.
Reason: The update follows the configured Dependabot policy and prior dependency maintenance without expanding scope or changing the package contract.

Agent review details

How this fits together

The GitHub Actions security workflow checks out repository source, initializes CodeQL for each configured language, and uploads analysis results to GitHub code scanning.

Technical review

Best possible solution:

Land the matched, immutable CodeQL pins through the normal repository checks and review.

Do we have a high-confidence way to reproduce the issue?

No runtime bug is alleged; the existing and proposed action versions are directly verified in the pinned workflow diff.

Is this the best way to solve the issue?

Updating initialization and analysis together preserves the existing workflow owner, inputs, permissions, and immutable dependency policy.

AGENTS.md: found and applied where relevant.

Codex review notes: model internal, reasoning medium; reviewed against 5147654024a7.

Provenance checked

  • CodeQL action pins keeps the original intent (54531f8: The previous dependency refresh intentionally selected official CodeQL 4.38.3 pins after release and compatibility review.)

Testing

Proof path: none.

Security

None.

Evidence

What I checked:

  • Pinned introduction and current main: The introduced diff changes only the two CodeQL action SHAs and version comments; verified current main remains at the pinned base and uses 4.38.3. (.github/workflows/codeql.yml:47, e073fb0c0c2e)
  • Repository policy: Read the complete root AGENTS.md; no nested ancestor policy, maintainer-notes directory, or pr-simplify skill exists. The change preserves immutable pins and needs no maintenance-only changelog entry. No tests, builds, or autoreview helper were run. (AGENTS.md:41, e073fb0c0c2e)
  • Existing update intent and feature history: chore(deps): update all dependencies #883 deliberately updated the previous CodeQL pins after official-tag verification. Earlier history shows governance work by Vincent Koc and repeated tooling updates by Peter Steinberger; this PR preserves that approach. The follow-history search ends at an unavailable creation-parent object, so introduction beyond the available history is unverified. (.github/workflows/codeql.yml:47, 54531f878f16)
  • Official release identity and compatibility: The annotated v4.39.0 tag resolves to the exact proposed commit. Its release raises the minimum CLI to 2.20.7; the shipped default is 2.27.2. The target workflow executes this dependency without overriding tools or checkout location, making these upstream contracts applicable. (src/defaults.json, 6f2ac81f5cd8)
  • Action interface and supply-chain inspection: Read both action manifests, release notes, comparison inventory, and relevant implementation changes. The existing language/category inputs remain supported, checkout_path defaults to the workspace, and both actions use Node 24; no concrete supply-chain or privilege regression was identified. No upstream root AGENTS.md exists at this revision. (analyze/action.yml, 6f2ac81f5cd8)
  • Exact-head workflow validation: https://github.com/openclaw/fs-safe/actions/runs/39294702959 completed successfully for this head: both language jobs passed initialization, analysis, and post steps. Raw job logs redirect to a blocked storage host and were unavailable; job and step results were independently readable. (.github/workflows/codeql.yml:46, e073fb0c0c2e)

Likely related people:

  • Vincent Koc: Raw commit d140ddf adds .github/workflows/codeql.yml:35 relative to its recorded parents. This identifies author metadata, not feature responsibility or a PR merger. (role: source-line author; confidence: high; commits: d140ddfdbb33; files: .github/workflows/codeql.yml)

Review metrics

Update Vitest and coverage to 5.0.5, emnapi runtime to 2.0.0-beta.2, and
CodeQL to 4.39.0 after the two-day dependency cooldown.

Combine the POSIX and uid skip conditions: Vitest 5.0.5 skipIf(false)
clears prior skip state, which exposed Unix permission assertions to Windows.
Keep the same permission checks for unprivileged POSIX users.

Consolidates #1012, #1013 and #1014.

Validation: full pnpm check on Crabbox (14,335 tests), focused POSIX path
permission tests, actionlint, and independent review without actionable findings.
