Testing performed
Tested PSP:

• Original sha: ${{ github.event.pull_request.head.sha || github.sha }}: PSP Workflow
• Updated sha: ${{ github.sha }}: PSP Workflow
• Ensured workflows triggered by push works
• Ensured workflows triggered manually works

Expected behavior changes
Resolve failure to upload sarifs for workflows triggered by PRs. Supports CodeQL for PSP.
