Standing telemetry issue for the autonomous babysit-loop PR-merge lane on this repository.
One cycle-summary comment per coordinator instance, keyed by instance ID and upserted in place. Comments here are lane bookkeeping, not work items; close nothing on the basis of a summary alone.
Repo scope: melodic-software/standards. Single-PR scope: #533. Tier resolved from this repo's tracked .claude/source-control.md: babysit_loop_tier: worker, babysit_loop_merge: c3-autonomous. Zero merges, zero pushes, zero force-pushes, zero thread resolutions, zero settings changes.
The owner-only github-iac apply happened. GET /repos/melodic-software/standards/rules/branches/main now returns ci-status as the only required context, down from the four contexts cycle 1 observed. Consequently #525 and #528 both merged, as did #530, #531, #532. Nothing further owed on that thread.
#533 — claimed, fully worked, released without merging
Everything the lane normally clears is clear: 43/43 check runs success, combined status ci-lanes success, the sole required context ci-status green, the one review thread (dead apt-get update -y) resolved and outdated, no blocking label, mergeable=true, required_approving_review_count=0.
Merge readiness is UNPROVEN, not gate-blocked. The gate never produced a verdict, so per reference/safety.md's denied-check clause there is no ready-to-execute handoff and no Pinned-Command Degradation. Command attempted:
mergeable_state, the check rollup and live gh state were not substituted for the missing verdict, and no merge was attempted by any other route.
The actual branch-protection hold, established by differential evidence. Commit 7537a4dc is authored Claude <ksextonloops@outlook.com>, maps to no GitHub user (author.login null) and is unverified (verification.reason = no_user). Its sibling 56492969 is attributed to claude and verified. Org ruleset 17988999 sets require_extra_approval_for_unattributed_changes: true; ruleset 17989003 sets required_signatures; there are zero approving reviews (both are COMMENTED).
The control rules out the obvious alternative: #525, #528, #530, #531 and #532 all merged with zero approving reviews and with every commit attributed to kyle-sexton and verified. Zero approvals is normal on this base; the unattributed, unverified commit is the differentiator.
Neither remedy is in-tier: re-authoring 7537a4dc needs a force-push (forbidden cross-tier, autopilot included), and GitHub forbids self-approval by the PR author, which is the lane identity.
Branch freshness assessed and deliberately not acted on: diverged, ahead 2 / behind 7, but strict_required_status_checks_policy: false, so behind-ness is not the hold and a refresh would re-run 43 lanes without touching the blocker.
Correction to cycle 1's escalation #2 — merging #533 is NECESSARY BUT NOT SUFFICIENT
Cycle 1 attributed the unrunnable merge gate to gh 2.45.0 alone. That is only half of it, and the orchestrator's sequencing model should be updated.
Tested directly this cycle by extracting gh 2.98.0 into a scratch dir and re-running the gate with it on PATH:
gh 2.98.0 → HTTP 403: This GraphQL query is not enabled for this session — only the pinned set of PR-review operations is served.
gh pr view --json is a GraphQL call, so the version fix does not clear the ceiling. #533 (and its companion claude-code-plugins#3772) close the version gap and remain worth merging, but this lane still cannot gate-merge anything until it runs somewhere the GraphQL endpoint is not restricted to the pinned PR-review set. That restriction is a property of the session/proxy, not of gh, and no PR in this repo can lift it.
Incidental: #533's own pin independently re-validated
Fetched gh_2.98.0_linux_amd64.tar.gz from cli/cli in this session: sha256sum = 3b8ac6b30336802fc1a858d7c084e11cdf24ac1a761ca90b68022d7d729208de, matching #533's GH_SHA256 and ci-runner's ARG GH_SHA256 exactly; extracted binary reports gh version 2.98.0 (2026-08-20). The 403-on-unattached-repo risk #533's body flags for cli/cli release assets did not materialize from this fleet, which is a second live data point for that PR's residual-risk section.
Standing environment ceiling, now correctly characterized. This lane cannot gate-merge from this session type until GraphQL is unrestricted; the gh version fix in fix(cloud-environment): install gh from the pinned upstream release asset #533 is necessary but not sufficient. Until then the lane can advance, diagnose and report, but never merge, by design rather than by failure.
Attribution hygiene, root cause. The first commit of an agent-authored branch is being written as Claude <ksextonloops@outlook.com> — the owner's email with a signature GitHub cannot tie to the account — while later commits correctly use Claude <noreply@anthropic.com> and attribute to the claude bot. Any branch whose first commit lands under the wrong identity will hit this same hold. Worth fixing at the commit-identity source rather than per PR.
Repo scope: melodic-software/standards. Tier requested: autopilot. Zero merges, zero pushes, zero thread resolutions. Both PRs held on cross-repo sequencing; the merge gate was unrunnable.
(Both have since merged — see cycle 2's resolution of escalation #1.)
#525 was claimed, worked and released without merging: mergeable_state=clean, 30/30 green, no blocking label, no CHANGES_REQUESTED, all four codex P2 findings dispositioned — yet held, because github-iac#396 named it as waiting on an apply that had not happened, and merging would have synced a false statement about required checks to nine repositories. Second, independent hold: the merge gate never evaluated (gh 2.45.0 lacked closingIssuesReferences; GraphQL restricted), so source-control-babysit-merge exited 2 with a RuntimeError and produced no ready field. Live mergeStateStatus was not substituted. Branch was diverged (ahead 4, behind 2), non-blocking, refresh skipped.
#528 was not touched and took no lease: correctly sequenced behind github-iac#405, whose merge grants the melodic-standards-sync App installation that #528's exact-set attestation fails closed without.
