…osing PR (#4610) The admission gate now applies /work-items:work's in-flight exclusion (adapter "Open linked PRs", drafts counted, fail closed on query error, fail open without a PR host) before classification, so an item whose closing PR is already open is never ratify-queued, escalated, or dispatched. One git writer per worktree binds under both commit authorities (`worker` → serialize shared worktree; concurrent shared worktree needs `orchestrator`). Keeps #4511 orchestrator concurrency. Summary
The work-loop admission gate queued C3 items for ratification without checking whether a closing PR was already open. Step 3 now drops in-flight candidates first, reusing
/work-items:work's open-linked-PR exclusion (drafts count). Excluded items are not dispatched/ratify-queued/escalated; the cycle report lists them as in flight; stall detection no longer counts them as actionable.work-items0.40.29 → 0.40.30.Research trail
