fix(responses): promote additional_tools to top-level tools for xAI and strict gateways - #7983
Carries #7637 by @omar391 (all original and earlier maintainer-carry commits are kept on this branch; credit in the trailer below). That PR returned to draft when the latest maintainer fixups were pushed, because the readiness gate resets the author's checklist on every push, so it lands from a maintainer branch.
Codex Desktop sends client tools inside an additional_tools input item. Strict gateways that reject non-ResponseItem input types — official xAI endpoints (api.x.ai, cli-chat-proxy.grok.com), OpenCode Go, and custom providers that opt in with the new typed promoteAdditionalTools: true — now get the current turn's declarations promoted to top-level tools with the wrapper stripped from input. Automatic promotion stays off for forward-auth routes unless explicitly opted in; destination, auth header and caller credential are unchanged either way.
src/responses/item-provenance.ts tags historical and live input items with JSON-invisible symbols before replay repair. The tags survive identity repair, task-message replacement, orphan/synthesized outputs, bridge restoration, prompt-cache cleanup and custom-tool lowering, so replayed wrappers and replayed tool_search_output discoveries never contribute current declarations or authorize a hosted tool call, while current discoveries still activate. Management exposes the field on GET /api/providers, accepts it in PATCH (boolean or null to clear) and carries it across same-destination overwrites. A keychain section moved from the providers configuration reference into a sibling page to stay under the docs file-size limit.
Maintainer additions in this round:
c62e494075: Zed lifted a replayed wrapper out of already-tagged input, and the Responses delegate then re-tagged the shortened input by the original numeric prefix, so a current-turn tool_search_output slid under the boundary and its loaded tools were dropped. tagHistoricalInputItems now leaves input that already carries provenance alone. Regression in tests/providers/zed-hosted-provider.test.ts (red before, green after); structure contract updated.
4319468ee2: drop an unused import.
Verification
Bun 1.4.4. Focused because the shared host is under critical load (AGENTS.md resource exception); full Ubuntu shards run on this PR in CI because it changes test-layout maps.
New Zed regression: bun test tests/providers/zed-hosted-provider.test.ts -t "stays current after a replayed" → 1 fail before c62e494075 (body.tools empty instead of ["lookup"]), pass after.
Focused batch at c62e494075: bun test tests/providers/zed-hosted-provider.test.ts tests/providers/xai/ tests/responses/namespace-tool-compat.test.ts tests/responses/responses-tool-search-repair.test.ts tests/responses/openai-responses-passthrough.test.ts tests/adapters/routed-agent-messages.test.ts tests/responses/custom-tool-compat.test.ts tests/providers/opencode-go-grok46-responses.test.ts tests/responses/responses-undeclared-tool-guard.test.ts tests/responses/responses-undeclared-tool-guard-inbound.test.ts tests/server/server-xai-responses-streaming.test.ts tests/server/management-provider-compat-carry.test.ts → 1245 pass / 7 fail. The 7 failures are all two-lock xAI refresh in tests/providers/xai/xai-refresh-lock.test.ts, which fail identically on unmodified origin/dev when batched with the xAI directory and pass alone (10 pass / 0 fail); they are unrelated to this change.
bun run typecheck (0 errors, 2,244 files) and bun run structure:check pass at the final head.
File-size: tests/responses/openai-responses-passthrough.test.ts sits exactly at its 4,809 cap (unchanged by this round); src/server/management/provider-routes.ts 1,992 and the providers reference 1,951 lines, both under the 2,000 default.
NOT RUN locally: full suite and bun run test:changed (host load); covered by PR CI.
Security review (restricted surface src/server/auth-cors.ts field policy, management routes, hosted-tool authorization): a dedicated independent review of c62e494075 passed with no findings — the "editor" policy matches adjacent non-secret compatibility switches behind management admission, promotion changes only the body (never URL, auth header or credential), historical items cannot gain current hosted authority, symbol tags cannot be forged through JSON, and there are no logging, workflow or dependency changes. Maintainer sponsorship of the field-policy surface was recorded on #7637.
Checklist
Scope stays focused and avoids unrelated cleanup.
Docs or release notes were updated when needed.
Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults.
Added the promoteAdditionalTools provider setting to move compatible tools into the top-level tool list. It is enabled automatically for OpenCode Go and xAI and can be enabled for other providers.
Improvements
Tool discovery now distinguishes replayed tools from tools found in the current turn, helping ensure only current tools are available for use.
Documentation
Added a keychain guide covering API key storage, credential formats, configuration references, and command-line usage.
…nd strict gateways
- In OpenAI Responses wire protocol, tool declarations belong in top-level tools, while items in input are strictly restricted to the ResponseItem enum (message, reasoning, function_call, function_call_output, etc.).
- Codex Desktop packages client-loaded tool definitions inside an item in the input array: { type: "additional_tools", tools: [...] }.
- Non-forward OpenAI Responses destinations with strict schema deserializers (such as xAI api.x.ai and cli-chat-proxy.grok.com) reject this item type with HTTP 422 Unprocessable Entity (unknown item type "additional_tools").
- Promote additional_tools declarations to top-level tools and strip the wrapper from input for official xAI endpoints (api.x.ai and cli-chat-proxy.grok.com), and for custom gateways that configure promoteAdditionalTools: true.
- Respect replayPrefixLength: historical turns before the current turn have the wrapper stripped without promoting stale tools.
- Add comprehensive test coverage in tests/providers/xai/xai-additional-tools.test.ts.
- Update docs-site provider configuration reference.
…pport, and test inventory registration
- Add typed promoteAdditionalTools?: boolean to OcxProviderConfig and validate in leaf-validators schema.
- Support boolean and null values in management PATCH /api/providers and carry the field across same-destination overwrites.
- Expose promoteAdditionalTools in GET /api/providers and register in auth-cors field policy and model-rename roles.
- Add management round-trip, PATCH set/disable/clear, and carry tests in tests/server/management-provider-compat-carry.test.ts.
- Register tests/providers/xai/xai-additional-tools.test.ts in test layout inventories (scripts/test-layout/layout.json and tests/fixtures/test-layout-expected.json).
- Document promoteAdditionalTools semantics in structure/transports/responses.md and structure/gui-and-management-api.md within 600-line budget.
…nce across transformations
- Finding 1: Isolate historical additional_tools emitted sets during namespace rewriting so historical declarations do not suppress current declarations or top-level tools.
- Finding 2: Direct promoteClientLoadedTools to current-turn additional_tools wrappers (or fallback to top-level tools) rather than historical wrappers.
- Finding 3: Track historical replay provenance via non-serializable symbol metadata and recompute the replay boundary dynamically after input array transformations (orphan repair, reasoning drops, adjacency normalization, canonical stripping).
Keep explicit live provenance when every historical item is removed and separate historical namespace plans from current declaration authority. Add three regressions and move xAI test registration into the providers shard.

Tag cloned input before identity repair and preserve historical/live markers through agent-message replacement, prompt-cache cleanup, and recursive custom-tool lowering. Lock in canonical-forward live tool promotion, destination/credential admission, and reconstruction regressions.

Filter tool-search source items before declarations enter a live wrapper,
top-level catalog or fallback. Preserve current discovery, per-item tags
and the untagged replay-prefix fallback through the existing merge paths.
Add 21 permanent cases including stored two-turn hosted-call authorization.
Regression on 48a8e31: 9 pass / 12 fail; fixed: 21 pass / 0 fail.

…promotion
Reconcile legacy pre-PR-7637 xAI test assertions with official xAI endpoint
additional_tools promotion. Verify outbound body strips additional_tools
from input and promotes declarations to top-level tools on xAI destinations
(api.x.ai and cli-chat-proxy.grok.com), and verify unpromoted routed gateways
continue preserving additional_tools in input.
Co-authored-by: Omar <13569609+omar391@users.noreply.github.com>
… prefix
Zed lifts replayed additional_tools wrappers out of the tagged input before the
Responses delegate runs. The delegate then re-tagged the shortened input by the
original numeric prefix, so a current-turn tool_search_output slid under the
boundary and its loaded tools were dropped. Input that already carries
provenance now keeps it.

Document the pool-reference form of apiKey.
When the active API key matches a pool entry, src/providers/key-store.ts:70-120 sets apiKey to keychain:<provider>/<entry-id>, not keychain:<provider>. Update this example to describe both cases. Otherwise, the documented configuration shape does not match the result of store.

Limit the verification claim to migratable entries.
storeProviderKeyInKeychain skips GCP markers, existing keychain: references, and unresolved environment references. It writes and verifies only eligible plaintext secrets. Replace “every entry” with “every eligible plaintext entry” and list the skipped cases. This also keeps the statement consistent with Lines 22-24 and Lines 54-55.

| `xaiResponsesXSearch?` | `boolean` | Disabled by default. On an xAI Responses destination, append the provider-hosted `x_search` declaration only when a live `web_search` tool survives final request normalization. Existing declarations are not duplicated, caller `tool_choice`/`allowed_tools` selectors are never widened, and this is separate from the web-search sidecar's `search.xSearch` options. |
| `modelPreferHostedTools?` | `Record<string, string[]>` | Exact-model opt-in for non-forward Responses gateways that reserve a hosted-tool namespace. Currently accepts only `["image_generation"]`; a matching model must use the `openai-responses` wire and support that hosted tool. It removes colliding client `image_gen` declarations and rewrites their selectors to preserve caller tool choice. For OpenAI API virtual `-pro` models, the selected public ID is matched first and the resolved base wire-model ID is a fallback. `modelAdapters` resolves the public ID first, then the base ID; the second resolution determines the final wire. Other models retain normal alias behavior. |
| `annotateEmptyToolOutputs?` | `boolean` | Replace a present-but-empty tool result with a short marker before it reaches the model, so a blank result is not read as a missing one. Applies to blank strings and text-only part arrays; image, file, and encrypted parts are never touched. Defaults to `true` for DeepSeek from the built-in registry and is otherwise unset. Set `false` to opt a provider out — an explicit `false` is preserved across later edits that omit the field. `PATCH /api/providers?name=<provider>` accepts `true`, `false`, or `null` to clear the override and return to registry-default behavior. |
| `promoteAdditionalTools?` | `boolean` | Whether to promote Codex Desktop's `additional_tools` input items into top-level `tools` and strip the wrapper from `input`. Enabled automatically for OpenCode Go and xAI (`api.x.ai` and `cli-chat-proxy.grok.com`); other OpenAI-strict third-party gateways that return HTTP 422 for unknown item types in `input` can opt in here. `PATCH /api/providers?name=<provider>` accepts a boolean or `null` to clear it. |

Document the forward-auth exclusion for automatic promotion.
The row says promotion is "Enabled automatically for OpenCode Go and xAI". The gate in src/adapters/openai-responses/passthrough.ts (Lines 378-385) differs. Automatic promotion applies only when !forward. A provider with authMode: "forward" is promoted only when promoteAdditionalTools: true is set. The canonical OpenCode Go entry uses forward auth. The PR objectives also state that automatic promotion stays off for forward-auth routes. A reader of this row can wrongly expect promotion on a forward-auth Go or xAI route.
Add the condition to the row. Then check that the translated locale pages (ja, ko, ru, zh-cn) do not contradict it.

Reuse one xAI host predicate.
src/providers/xai-transport.ts already owns the xAI host list, including us.api.x.ai. src/adapters/opencode-go-additional-tools.ts defines a second list that omits this host. The badge links to the update surface rather than gating other actions. `GET /api/update/badge?surface=desktop&session=<id>` projects only that process-local Tauri session; missing or expired state is unknown and never falls back to the package cache. `POST /api/update/desktop-snapshot` is a 1 KiB bounded display-state mutation with no install permission. It accepts the existing admin-token principal or a dedicated single-use, ten-second snapshot capability bound to nonce, method, path, PID, port and the SHA-256 digest of the exact body bytes; that capability cannot authorize another route. |
| Providers | Create/update/delete ordinary provider configs and enrich registry metadata. A `POST /api/providers` overwrite of an existing name keeps the nine operator compatibility settings (`PROVIDER_COMPAT_CARRY_FIELDS` in `src/server/management/provider-overwrite-carry.ts`) and the stored key pool only while the destination (adapter, normalized base URL, auth mode when named) is unchanged. It keeps omitted `hideRawReasoning` on every overwrite of the same name, including destination moves, because it is a display policy; a submitted boolean wins. An omitted `inferContextWindow` likewise keeps the latest live same-name state after asynchronous validation, including `false` or a concurrent clear; a submitted boolean wins. It never merges the rest of the old row. `PATCH` is a field mask and keeps every field it does not name; `hideRawReasoning`, `preserveResponsesReasoningContent` and `inferContextWindow` accept a boolean or `null` to clear them, rejecting other types. `GET /api/providers` exposes configured `inferContextWindow` as an optional boolean without substituting a default; its [custom-only, default-off inference policy](catalog-vendor-context.md) is unchanged. Custom Responses provider forms expose `preserveResponsesReasoningContent` as a default-off plaintext replay switch; unrelated settings saves preserve omission and curated/OpenAI destinations keep their existing defaults. The reserved `openai` card exposes Pool(default)/Direct account mode; `openai-apikey` remains the separate API route. |

Correct the count of carried compatibility settings.
The row says POST keeps "the ten operator compatibility settings". PROVIDER_COMPAT_CARRY_FIELDS in src/server/management/provider-overwrite-carry.ts has 11 entries:
3 entries from RETRY_POLICY_FIELDS: retryOn429, transientRetryOn5xx, retryOnReset.
The CASES record in tests/server/management-provider-compat-carry.test.ts is keyed by the same type and also has 11 entries. A numeric count in a present-tense structure doc will drift again. Remove the number or correct it.

Update the provider overwrite description to remove the drifting numeric count
and refer to the operator compatibility settings listed in
PROVIDER_COMPAT_CARRY_FIELDS. Keep the surrounding overwrite contract unchanged.

Once input items carry replay provenance tags, the Meta Muse catalog uses them
instead of the numeric replay prefix, so a rewrite that already shortened the
input (Zed lifting a replayed wrapper) cannot hide a current tool_search_output
or expose a historical declaration. Also correct the carried-settings table
headers to eleven in every locale.

Document the forward-auth exclusion for automatic promotion — valid; fixed in 6abaf6ebb6 (the providers reference row and the promoteAdditionalTools JSDoc now say automatic promotion is off for authMode: "forward" unless set to true). The translated provider references have no row for this field, so nothing contradicts it.
Move promoteAdditionalTools after preserveResponsesReasoningContent — valid (the JSDoc was detached from its property); fixed in the same commit by restoring each comment above its own field.
Correct the count of carried compatibility settings — already fixed in 8cf0bdeb56 and 14ccdbc9a9 (paragraph and table header say eleven in all eight locales).
Limit the verification claim to migratable entries / Document the pool-reference form of apiKey (keychain.md) — skipped here: that section was moved verbatim out of the providers reference to stay under the docs file-size limit, so these are pre-existing wording gaps rather than changes made by this PR. Worth a separate docs fix.
Reuse one xAI host predicate — skipped: a maintainability nit with no behaviour change; not worth widening this already large carry.
Maintainer integration into dev (MAINTAINERS.md maintainer-integration exception; not a self-approval or independent review). Carries #7637 by @omar391 (Co-authored-by trailer in the description and carry commits). The restricted-surface field policy (promoteAdditionalTools: "editor" in src/server/auth-cors.ts) is maintainer-sponsored.
Exact-head CI: Cross-platform CI run 41052576702 — gates, all four full Ubuntu shards test 1/4–4/4, structure gate, docs site build and the ci aggregate success (test changed skipped in favour of the full shards); all 30 checks pass on this head.
Independent review this round: fresh reviewers at each head. Findings fixed: Zed re-tag of shortened tagged input (c62e494075), a docs carry-field test failure surfaced by full CI (8cf0bdeb56), Meta Muse catalog membership following provenance tags after the dev merge brought in fix(responses): normalize Codex tool catalogs and include for Meta Muse #7985 (14ccdbc9a9, regression red→green), and CodeRabbit's forward-auth documentation and JSDoc placement (6abaf6ebb6); final review PASS. Dedicated security review of the provenance/management/hosted-tool surface PASS (summary in the description). Earlier rounds on fix(responses): promote additional_tools to top-level tools for xAI and strict gateways #7637 are recorded there.
Union check: clean merge; merged provider-routes.ts 1,993, passthrough-dispatch.ts 1,997, scripts/test-layout/layout.json 1,999 (2,000 default), tests/responses/openai-responses-passthrough.test.ts 4,809/4,809 cap (unchanged), providers reference 1,951; the three new test files are registered in the providers layout shard and expected fixture.

Summary
Carries #7637 by @omar391 (all original and earlier maintainer-carry commits are kept on this branch; credit in the trailer below). That PR returned to draft when the latest maintainer fixups were pushed, because the readiness gate resets the author's checklist on every push, so it lands from a maintainer branch.
Codex Desktop sends client tools inside an
additional_toolsinput item. Strict gateways that reject non-ResponseItem input types — official xAI endpoints (api.x.ai,cli-chat-proxy.grok.com), OpenCode Go, and custom providers that opt in with the new typedpromoteAdditionalTools: true— now get the current turn's declarations promoted to top-leveltoolswith the wrapper stripped frominput. Automatic promotion stays off for forward-auth routes unless explicitly opted in; destination, auth header and caller credential are unchanged either way.src/responses/item-provenance.tstags historical and live input items with JSON-invisible symbols before replay repair. The tags survive identity repair, task-message replacement, orphan/synthesized outputs, bridge restoration, prompt-cache cleanup and custom-tool lowering, so replayed wrappers and replayedtool_search_outputdiscoveries never contribute current declarations or authorize a hosted tool call, while current discoveries still activate. Management exposes the field onGET /api/providers, accepts it in PATCH (boolean ornullto clear) and carries it across same-destination overwrites. A keychain section moved from the providers configuration reference into a sibling page to stay under the docs file-size limit.Maintainer additions in this round:
