fix(combo): skip Meta Muse targets for mandatory tool_choice - #7982
A Responses combo whose first target is Meta Muse (api.meta.ai Responses) aborted with a local HTTP 400 when the request carried a mandatory tool_choice (#7964). Meta only accepts auto/none, the adapter rejected the selector before any upstream send, and combo failover treats invalid_request_error as a stop, so a compatible later target was never tried.
Combo target selection (normal and recovery eligibility) now skips a target before sending when its resolved physical adapter is Responses, its destination is Meta, and the request's tool_choice is a well-formed mandatory selector (required, a named function or custom tool, or allowed_tools in required mode). The original selector reaches the next target unchanged. A malformed selector keeps the existing 400, generic 400s stay non-retryable, and nothing is resent after output. When every target is excluded by this constraint the client gets an error that names it. structure/transports/responses-combo-boundaries.md and the combos guide document the rule.
Bun 1.4.4; focused because the shared host is under load (AGENTS.md resource exception; breadth left to PR CI).
Before the fix: bun test tests/server/server-combo-required-tool-contract.test.ts -t 'Meta mandatory tool choice selects' → 0 pass / 1 fail (expect(response.status).toBe(200), received 400).
After: bun test tests/server/server-combo-required-tool-contract.test.ts tests/server/server-combo-reasoning-replay-eligibility.test.ts tests/responses/responses-muse-tool-choice.test.ts tests/lab/core-lab-boundary.test.ts → 89 pass / 0 fail (includes the core/Lab boundary guard).
bun run typecheck (2,243 files, 0 errors), bun run structure:check, git diff --check pass.
NOT RUN locally: bun run test:changed, the full suite and the docs-site build (host at critical load); PR CI covers test changed and the docs build.

Summary by CodeRabbit
New Features
Responses requests with mandatory tool selection now skip incompatible Meta targets and continue to the next eligible destination, preserving the original tool choice.
If all available targets are incompatible, the combo returns an unavailable response. Malformed tool choices continue to receive a bad-request response.
Documentation
Updated failover guidance to describe target selection and the response when no compatible destination is available.

Responses combos now skip Meta Responses targets when a well-formed request requires a tool. An eligible later target receives the original tool_choice. If all enabled targets are incompatible, the combo returns a specific unavailable response.

The change skips Meta Responses targets for mandatory tool choices, but two cases still bypass the skip. Hosted tool selectors still reach Meta and stop failover. Models whose adapter is set per model can be misclassified. Fix both before merge so combos fail over as documented.

Explanation
The title names the primary change: the combo router now skips Meta Muse targets when a request carries a mandatory tool_choice. The raw summary and objectives both describe this exact behavior (pre-send exclusion of Meta Responses targets for well-formed mandatory selectors, with the original selector preserved for later targets). The title is concise, follows the conventional fix(scope) form, and contains no file lists or vague terms. The 8-word, 60-character length is within a reasonable range. The title does not mention the all-targets-excluded 503 response or the docs update, but it is not expected to cover every detail.

Each file serves #7964: the code adds the pre-send eligibility rule, the docs describe the rule, and the test covers the rule. No unrelated cleanup, refactoring, or unrelated feature was identified in the reviewed evidence. The verification-listed tests (reasoning replay eligibility, Muse tool choice, core/Lab boundary) are existing tests run as regression checks, not changed files. Caveat: the full changed-file list was not independently confirmed by a diff read.

Explanation
Requirements from #7964 (direct, open). Objective group: skip Meta Responses targets before send for well-formed, definitely incompatible mandatory tool_choice; keep auto/none eligible; keep malformed input as an input error; preserve the original selector for later targets; avoid replay after visible output; report the constraint when all targets are excluded.
src/server/responses/combo-required-tool-contract.ts: exported hasMandatoryToolChoice(rawBody) returns true only for tool_choice "required", a non-blank function or custom selector name, or allowed_tools with mode "required", a non-empty tools array, and every entry passing the type and name checks. It returns false for auto, none, malformed bodies, and malformed selectors. This matches the issue's definition of definitely incompatible mandatory choices.
src/server/responses/core-combo.ts imports hasMandatoryToolChoice, isMetaAiResponsesDestination, and targetIncompatibleResponse. The imports indicate the eligibility wiring exists.
Not verified:
The core-combo.ts exclusion block for normal and recovery target selection. The file read was truncated at 16000 bytes before those sections.
The body of targetIncompatibleResponse (503 versus other status, and error text naming the constraint).
That the original request body is passed unchanged to the next target.
That no replay occurs after visible output.
The assertions in tests/server/server-combo-required-tool-contract.test.ts. The diff tool could not return changed hunks (changed blobs missing from checkout), so the test claims rest on the PR description and the AI summary, not on source.
No concrete unmet requirement was found. Compliance is not yet established by source evidence for the call-site behavior.
Resolution
Provide source evidence for the core-combo.ts exclusion logic in both the normal pick and the recovery pick, showing that the Meta/mandatory-selector check runs before send and that the request body is forwarded unchanged. Provide the targetIncompatibleResponse body and the test assertions for: required and named choices skipping Meta, auto/none remaining eligible, malformed selectors returning 400, and the all-excluded response. Confirm that no retry is scheduled after streamed or buffered output has been sent. Re-run the assessment once the diff for core-combo.ts and the test file can be read.

Exclude hosted tool selectors from Meta combo eligibility.
hasMandatoryToolChoice returns false for schema-defined hosted selectors. This leaves Meta eligible. Meta then rejects every object selector with HTTP 400, and the generic invalid_request_error policy stops the combo before it tries a compatible target.
Recognize the hosted selector types accepted by the Responses schema and add a combo regression test for one hosted selector.

Independent review: round 1 (fresh reviewer) FAIL with two blockers — the preflight used the configured adapter instead of the effective adapter after wire overrides, and malformed allowed_tools selectors counted as mandatory; both fixed in e06f628fec with regressions for both override directions, unknown selector types, recovery pick and responsesPath/forward URL resolution.
