feat(codex): verify separate Windows metadata toolchains - #7618
Support read-only inspection of Windows npm installations whose Codex shim and Node/npm toolchain use separate prefixes. A separate toolchain is accepted only when prefix-local Node is proven absent and the launcher's captured PATH and architecture anchor match the observed PE architecture. Managed layout does not attest the interpreter selected by a future codex.cmd invocation or grant execution/write authority.
After #7596 landed, this branch normally merged current dev at 4cdcb50d9d318302777840cb5906feae66d37edd. Published head: 5670874a31bb78aacdb5cffa68c659aee43474a1; tested tree: ea8d33b24b405d42f0c1d61e186d0eb47bf7fcac. Its parents are the prior published 9004861a3b61644b6f1bace8296f4db224ba3276 and that dev commit. The dev-relative contribution is 20 files, +252/-60. GitHub reports the conflicts resolved.
The merge retains the landed canonical-path, held-exclusion-root, identity/revalidation and v3 content-proof protections. It also preserves #7596's newer default Windows target_unresolved refusal without spawning npm metadata: holding the observed Node/npm entrypoints alone does not verify the whole executable/module closure. Windows apply remains disabled. The production planner is byte-identical to dev.
Native test expectations and English/seven-language documentation now match that refusal. Separate-PATH and prefix-local fixtures check that npm's required module never executes. The drift-only test Worker injects a resolver which fails if reached, so the negative drift check still exercises private-evidence revalidation. Actual Worker-close and unsettled-child fixture ownership remain enforced.
Integration disposition — 2026-10-28
The maintainer's new #7648 consolidation commit explicitly supersedes #7614, #7618 and #7619. Preserve the existing owner's #7626 → #7648 integration and duplicate-landing decision. This later dev-merge head is not an ancestor of that rebased/squashed consolidation; branch reconciliation evidence here is not acceptance of #7648's enabled-installation boundary. Do not independently land both versions. The read-only refusal tests here must not be copied unchanged over #7648's distinct verified-authority contract.
Verification on the published tree
Official Bun 1.4.4+38afee6c8, Linux, CI=true bun test --isolate --timeout 60000:
Ten focused provenance, planning, Worker, launcher-policy, CLI-boundary and test-layout files: 261 passed / 35 skipped / 0 failed, 1,977 assertions. Skipped native Windows cases are not passing evidence.
Nineteen management-auth cases previously affected by the host proxy: 19 passed / 28 filtered / 0 failed, 93 assertions, after adding only local test addresses to this process's NO_PROXY. Source, assertions, deadlines and live configuration were unchanged.
Current Bun-native typecheck: 2,188 files, no errors. Structure/index, generated skill surface, privacy, file-size ratchet and dev-relative whitespace checks passed.
Docs build: 593 pages; 85,132 internal links checked. The drift Worker also bundled successfully; this is not native Windows execution.
Independent static merge review found no blocking integration issue; maintainer security acceptance remains separate.
The exact published remote tree and both commit parents were checked against the tested local merge. Publication was a non-force ref advance.
An earlier integration candidate against parent 70143cb7 ran changed-mode coverage: 1,138 passed / 28 skipped / 22 failed across 35 files. This is diagnostic history, not a green final-tree run. Nineteen failures were loopback requests routed through the host proxy; the unchanged assertions passed in the process-local control above. Three positive POSIX apply cases remain blocked by the production blocked_active_session guard while two real Codex processes are active in this shared environment. Those sessions and the guard were left intact; a clean-environment result remains outstanding.
Historical Windows x64 execution at 9004861a recorded 3 focused cases / 43 assertions with official Bun 1.4.4, native exit/output completion and Worker-close evidence. It predates the newly landed no-metadata-execution contract and does not validate this final native tree. The earlier five-second full-Windows heartbeat failure remains unexplained. Earlier cleanup-refusal failure-path evidence is retained as such, not counted as a pass. No full native Windows/macOS, ARM64, real-user installation or future shell-interpreter equivalence is established here.
Checklist
Normal dev integration, preserved child scope and resolved conflicts.
Actual combined tree tested and identical tree published.
Default metadata execution refusal, fixture ownership and documentation aligned.
Prior evidence, environment failures and current skips distinguished.
Current-head automatic CI completed.
Applicable native/full-platform evidence and historical heartbeat follow-up assessed.
No PR was merged into dev and no force push, deployment, live installation or account/certificate change was performed.

Documentation
Updated the CLI guidance for Windows x64 installation checks, including when a verified Node/npm toolchain can be used and what a “managed” result means.
Clarified that Windows update plans may return target_unresolved until npm modules and Node dependencies meet verification and access-protection requirements.
Windows updates remain unavailable. POSIX planning guidance is unchanged; unsupported Windows layouts and PATH-only selection remain deferred.
…lans
Port the Windows-plan hunks of 44353b9, 86ad5a0 and c291ff8 onto the
7586 POSIX stack head 4c22308. A proof-captured absolute standard npm
codex.cmd shim, its global-prefix package, prefix-local Node/npm and the
prefix-local optional backing are bound by held-handle identity
re-verification; the plan then reports applicable: false with refusal
windows_apply_disabled. PATH-only selection and separate-prefix Node stay
refused; Windows apply remains disabled. The independent
cli-installation-targets refused-probe fix (#7577) is intentionally not
included.
Windows x64 inspection now documents and tests use of a captured PATH Node/npm pair when prefix-local Node is confirmed absent and launcher architecture evidence is available. The default Windows plan remains unresolved until the required npm modules and Node dependencies are verified and held.

Summary
Toolchain evidence and inspection src/codex/cli-windows-plan-provenance.ts, structure/codex-cli-update.md, tests/codex-integration/codex-cli-windows-plan.test.ts
Inspection now permits a captured PATH Node/npm pair when prefix-local Node is confirmed absent and the launcher architecture is known. Tests cover valid, missing, and architecture-mismatched toolchains, including missing adjacent npm metadata. The opt-in content digest version changes to windows-npm-read-only-plan-v3.
Planning and drift validation structure/codex-cli-update.md, tests/codex-integration/codex-cli-windows-plan.test.ts, tests/helpers/cli-windows-plan-drift-worker.ts
Tests cover post-inspection npm metadata drift, worker fixture cleanup, and published CLI behavior for prefix-local and separate PATH toolchains. The drift worker fails if target resolution runs after npm metadata changes.
The documentation describes separate PATH toolchains, clarifies that managed classifies the observed layout rather than a later shim interpreter, and replaces the previous Windows plan outcome with target_unresolved until npm modules and Node dependencies meet the stated verification and handle requirements.
Update jobs can remain ambiguous, lose results, or continue after being recorded complete. Windows inspection can also report stale toolchain eligibility. These issues warrant resolution before merge.

Release decision for v2.93.0: DEFERRED_POST_RELEASE. This PR is part of the Codex CLI updater stack (#7586 → #7596 → #7626 → #7648, siblings #7614/#7618/#7619), which is deferred as a whole until after v2.93.0. The evidence and the suggested landing order are in #7586 (comment). #7648 already contains this branch as an ancestor.
Rebased onto the rebased #7626 head: this single commit carries the #7648 layer
delta (40 commits on codex/windows-apply-transaction-20261023). It replaces the
#7596 refusal of Windows npm metadata with the verified, held toolchain authority.
Supersedes #7614, #7618 and #7619, whose commits are contained in this layer.

Retain canonical-path and held-root safeguards alongside separate PATH toolchain inspection. Keep unverified npm module closures blocked, adapt native Worker and CLI regressions to that contract, and keep drift revalidation observable through a test-only resolver. Synchronize the existing CLI translations with the current refusal.

Minor · Cancel the job fence when dispatch settles as unsettled.… · cli-update-job-worker.ts:216-220
Cancel the job fence when dispatch settles as unsettled. Otherwise a live Worker can still commit and spawn npm after the ledger has finished the job.
unsettled() resolves the dispatch with { kind: "unsettled" }. It does not touch the per-job fence. The finally block in runInWorker (Lines 342-345) then removes the job from liveJobs, so cancelCodexCliUpdateWorkerJob(jobId) returns false from then on. No path is left that can move the fence from PREPARING to CANCELLED.
Several unsettled triggers leave a Worker that may still be in the preparation phase of applyCodexCliUpdate:
A synchronous worker.postMessage(message) throw after possible delivery (Lines 259-266). The test "postMessage throwing AFTER possible delivery" exercises this case.
A messageerror event (Line 248).
An implausible or wrong-shaped message (Lines 230-241).
In these cases the Worker can keep downloading artifacts. It can then call commitWindow.commit() successfully in cli-update-apply.ts Line 286 and spawn npm install -g. By that time runCodexCliUpdateJob has already recorded ambiguous/job_result_unknown as finished. The install then runs with no job owner to observe it. The prefix lease limits the damage, but the ledger never records that an install started after the job finished.
Fix: CAS the fence to CANCELLED in unsettled(). The CAS wins only while the Worker is still PREPARING. A Worker that already committed keeps its live installer and close semantics, so the documented "post-COMMITTED cancel is deferred" contract still holds. Move the fence into DispatchState or pass cancel into dispatchWorker.

Minor · A transient begin failure strands the job without a retry path. · cli-update-job.ts:314-323
A transient begin failure strands the job without a retry path.
The failure path in begin (line 317-323) is not resilient to transient errors.
begin runs writeStore(p, store) at line 322. writeStore renames jobs.json first and then fsyncs the directory (lines 208-210).
If the directory fsync throws EIO after the rename succeeded, the record is already durable as running at revision 1.
started.add(jobId) and ownsExecution = true do not run in that case.
runCodexCliUpdateJobWork calls begin through retryCodexCliJobStoreOperation without persistence = true (src/codex/cli-update-job-execution.ts line 52). Only CodexCliJobStoreBusyError retries there, so EIO goes directly to the catch block.
The catch block calls release(). live.get(jobId) === generation && !started.has(jobId) is true, so release() deletes the live entry.
The persisted record stays running, or queued if the busy retries ran out. From then on it projects as ambiguous / owner_state_unknown / lifetimeUncertain: true.
A retry with the same --request-id hits the duplicate branch at lines 272-275 and never runs the engine.
The consequence is an apply that provably never started. It is reported as possibly live, and the operator cannot retry with the same request ID. The finish path already handles this exact rename-then-fsync case at lines 296-304. The begin path does not.
A retry with persistence = true is safe for begin. A second attempt sees revision 1 with status: "running", live still set and started unset, so it passes the ownership checks at lines 319-320 and writes revision 2.
Consider adding a test like the existing "a rename followed by fsync failure retries the same completed revision" test. The new test should inject the fsync failure during begin instead of during finish.

<main>-win32-<arch>

backingReference in src/codex/cli-update-artifacts.ts lines 43-51 accepts only the first two rows. The fourth row matters most. A copy of the main @openai/codex package manifest placed in the @openai/codex-win32-x64 lookup lane passes this check. The inspector then returns managed: true and records private plan evidence for a backing package whose identity was never established. The POSIX path and artifact verification do not allow this.
Check the pair against the same two layouts that backingReference models:
Add a negative case to tests/codex-integration/codex-cli-windows-plan.test.ts. Write { name: "@openai/codex", version: "1.2.3" } to the backing package.json and expect managed: false.

Minor · Handle busy refusal when retiring a stale pin. · runtime.ts:423-427
persistResolvedCodexRuntime already maps errors from discovered persistCodexRuntime to persistError. The stale-pin branch does not handle CodexCliSelectionMutationBusyError from clearPersistedCodexRuntime. Since both resolveAndPersistCodexRuntime entrypoints return this helper directly, a held selection gate can make those calls throw. Catch only the busy error and retry stale-pin cleanup on a later resolve.

Minor · The HTTP apply path discards the computed result when result… · codex-cli-update-routes.ts:41-45
The HTTP apply path discards the computed result when result persistence fails.
runCodexCliUpdateJob can reject with CodexCliJobResultPersistenceError. That error carries the actual engine result, for example applied with leaseRetained: false, or ambiguous with a retained lease (see src/codex/cli-update-job-execution.ts line 70).
The CLI handles this case. src/cli/codex-cli-update.ts lines 341-354 prints a fixed-field receipt.
The management route drops it. Line 44 is trackBackgroundWork(...).catch(() => undefined).
After the rejection, release() clears the in-memory owner. The record stays running on disk, so GET /api/codex/cli-update/jobs/{jobId} reports ambiguous / owner_state_unknown.
The operator then has no record that the installer actually completed, or that a lease was intentionally retained.
The structure doc says this failure "retains the computed result in the error" (structure/codex-cli-update.md lines 238-239). The HTTP path keeps the result only until the empty catch runs.
Log a path-free projection through normalizeCodexCliJobResult. This matches what the CLI prints and does not log raw fields.
Import CodexCliJobResultPersistenceError and normalizeCodexCliJobResult from ../../codex/cli-update-job-execution.
The OpenGrep hint at line 18 is a false positive. STATUS.exec is RegExp.prototype.exec, not child_process.exec.

Include the captured-PATH toolchain in the Windows check summary.
The bare check uses the Windows predicate that accepts the captured-PATH Node/npm pair when prefix-local Node is not-found and the launcher architecture anchors it. The current “prefix-local Node/npm” wording excludes that supported case.
The digest statement is accurate for the bare check. Make that scope explicit.

Minor · Extend the job-completion poll deadline. The current… · management-route-registry.test.ts:277-283
Extend the job-completion poll deadline. The current deadline is about 1 second, which covers a cold Worker start.
The job-status loop polls at most 100 times with a 10 ms sleep. The total budget is roughly 1 second plus the route call time. Each accepted job runs runCodexCliUpdateApplyInWorker, which spawns a fresh Worker. That Worker imports src/codex/cli-update-worker.ts and its dependency graph, then runs inspectCodexCliInstall and posts the reply. The dispatcher settles the job only after the Worker's close event. tests/codex-integration/codex-cli-update-worker.test.ts Lines 55-57 already states that a cold production-worker import "legitimately takes seconds".
On a loaded CI runner the loop can end before ownerState === "finished". Line 284 then fails. The background job also keeps writing to codex-cli-update-jobs while Line 288 deletes outer. That can turn the failure into an ENOTEMPTY/EBUSY cleanup error.
Use a wall-clock deadline that matches the worker suite's watchdog. Keep the short sleep.

Revalidate prefix-local node.exe before accepting the separate toolchain.
The separate PATH toolchain is permitted only while the prefix has no node.exe. The current code checks that absence once, then omits localNodePath from final acceptance and later metadata revalidation. If prefix/node.exe appears during inspection, the code can still publish managed evidence for the separate PATH toolchain. This violates the planning contract, regardless of which interpreter a later codex.cmd invocation selects. Revalidate the absence before final acceptance while preserving the existing disclaimer about later shim interpreter selection.

Summary
Support read-only inspection of Windows npm installations whose Codex shim and Node/npm toolchain use separate prefixes. A separate toolchain is accepted only when prefix-local Node is proven absent and the launcher's captured PATH and architecture anchor match the observed PE architecture. GitHub reports the conflicts resolved. The merge retains the landed canonical-path, held-exclusion-root, identity/revalidation and v3 content-proof protections. It also preserves #7596's newer default Windows
target_unresolvedrefusal without spawning npm metadata: holding the observed Node/npm entrypoints alone does not verify the whole executable/module closure. Windows apply remains disabled. The production planner is byte-identical to dev.Native test expectations and English/seven-language documentation now match that refusal.
