PR #778 review G-3: when current=0, the percent-based cap is undefined (delta/0). Previous behavior froze the parameter at 0 because `return proposed === 0n` permitted no movement. An operator who set NETWORK_FEE=0 via env could then never raise the parameter through governance. Allow any non-negative proposed value when absCurrent=0; absolute floor/ceiling per key still apply at the per-key check sites. Mycelium task #64.
