Retry the local server upgrade until its version is published - #2056
Refs #2037 — AI-4584 (follow-up to #2050; #2037 is already closed)
What & why
After an app update, the first launch runs the local server upgrade and then records that the app's components have settled. A server version that was not published yet also counted as settled. Nothing would then upgrade the server once that version was published, until the next app update.
A failed upgrade, or one whose server version is not published yet, now leaves that record unwritten, so later launches try again.
Verification
dotnet run --project test/Capacitor.App.Tests.Unit: 5,044 total, 0 failed. AppComponentStamp.SettledBy is pinned for upgraded, nothing to do, not published and failed.

Bug Fixes
Update status now reflects whether an update was actually completed. Successful upgrades and cases with nothing to do are recognized as settled; failed or unpublished updates are not. This prevents unsuccessful or unavailable updates from being represented as completed.
Component stamp writes now depend on whether the local upgrade outcome is settled. Unit tests cover the settled and unsettled outcomes. The README update-information paragraph is unchanged.

AppComponentStamp.SettledBy returns false for Failed and NotPublished, and true for other outcomes. SettleComponentsAsync uses this result before writing the component stamp. Unit tests assert the four outcomes.
The retry behavior is implemented correctly, but a focused caller-path test should be added to protect it from regression.
Security architecture risk: Minimal · up to 75cb4
The change preserves retries when a server release is not yet available without adding a new entry point or granting additional authority. Existing ownership checks, upgrade serialization, and recovery remain in place. No material security risk was found in the changed flow.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The changed control affects the desktop configuration's completion marker and subsequent upgrade attempts for its managed local server. It does not add a remote caller, accept a new attacker-supplied target, or grant new privileges; it repeats the existing upgrade path after an unpublished-version result.
Trust Boundaries and Controls
observed — The stamp determines whether work is owed, not whether mutation is authorized. Each retry re-enters existing lifecycle serialization and installation checks, including rejection of unreadable state, non-owned services, and uncertain service activity before mutation.

SettleComponentsAsync receives reachable Settled events and conditionally writes AppComponentStamp. Existing tests cover SettledBy directly, but do not verify that NotPublished or Failed leave the stamp unwritten, or that a settled outcome writes it. Add a focused test through the handler path.

Add a focused test through the SettleComponentsAsync handler path that verifies
NotPublished and Failed outcomes do not write AppComponentStamp, while a Settled
outcome does. Keep the test scoped to the caller-path stamp gate rather than
duplicating direct SettledBy tests.
