What & why

While kcap-web's invite gate binds a caller, a new cloud Free workspace is refused with 409 {reason: "free_unavailable"}. kcap setup read any unrecognised 409 as a taken slug, so a gated user was told to pick another workspace URL.

That refusal now gets its own message: re-run with --tier team --invite-code <code>, or with --local. A scripted run that named no --tier no longer gets stuck on Free. It asks for the Team trial instead, the mirror of the existing Team-to-Free fallback, and the invite-code handling takes it from there.

Where to look

RequestedWorkspace.Tier is now nullable. Null means no plan was named; a named --tier free is never moved to Team.

Verification

Headless provisioner tests cover an unnamed plan moving to Team, and a named Free plan getting the choice message rather than "is taken".

Summary by CodeRabbit

  • New Features

    • Workspace setup now distinguishes between an omitted plan and an explicitly selected plan.
    • Requests without a selected plan default to the Free plan during provisioning.
    • If Free provisioning is unavailable and no plan was specified, setup retries with the Team plan.
    • Explicitly selected Free plans provide guidance when unavailable, including the Team trial and invite-code option.
    • If the Team trial is refused, setup offers local provisioning instructions.
  • Tests

    • Added coverage for unavailable Free-plan fallback, retry behavior, and user guidance.

A scripted run that named no plan asks for the Team trial when Free cloud workspaces are closed.

📝 Walkthrough

Workspace requests now preserve whether --tier was supplied. Provisioning defaults an omitted tier to Free and retries with Team when that default plan is unavailable. Explicit Free requests do not retry and receive mode-specific guidance.

Changes: Workspace tier provisioning

Layer / File(s) Summary
Parse requested workspace tier
src/Capacitor.Cli/Commands/RequestedWorkspace.cs, src/Capacitor.Cli/Commands/SetupCommand.cs, test/Capacitor.Cli.Tests.Unit/Commands/SetupCommandTests.cs
RequestedWorkspace.Tier is nullable. Omitted --tier values parse as null. Explicit team and free values remain supported, and invalid explicit values still fail validation.
Handle unavailable Free plan
src/Capacitor.Cli/Commands/SpectreTenantProvisioner.cs, test/Capacitor.Cli.Tests.Unit/Commands/TenantProvisionerHeadlessTests.cs, README.md
Provisioning resolves an omitted tier to Free and reports the resolved plan. If the implicit Free request receives free_unavailable, provisioning retries once with Team. Explicit Free requests do not retry and receive mode-specific guidance. Tests and documentation cover the fallback and refusal paths.

Merge Risk: 🟡 Moderate · up to 4e8a6

Some setup attempts can loop indefinitely instead of providing the documented local setup guidance.

Security architecture risk: 🔵 Low · up to 4e8a6

The fallback remains bounded, preserves explicit Free selection, and continues to honor invite refusals. No introduced security vulnerability was established. The remaining uncertainty is whether refused provisioning requests are guaranteed to leave no server-side reservations or other state.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The visible added reachability is another plan request for the same organization name and slug under the same authenticated token source. The retry does not introduce a different destination or stronger credential. Actual tenant ownership and reservation enforcement remain server-side and were not inspected.

Trust Boundaries and Controls

  • observed — Each provisioning retry obtains a token from the same token source and preserves the invite code and request identity fields. The client sends bearer authentication on every POST. A Team invite refusal remains a failed scripted offer rather than being treated as successful provisioning or triggering a Free fallback.

Hardening Proposals

  • proposed — Document and contract-test that free_unavailable, work_email_required, and trial_exists refusals leave no reservation or partial workspace state, including repeated and concurrent requests. This would validate the fallback assumption without treating missing server evidence as a demonstrated defect.

Handle closed Free workspaces during CLI setup

🐞 Bug fix 🧪 Tests 🕐 20-40 Minutes

Grey Divider

AI Description

• Explain when Free cloud workspaces are closed instead of calling the workspace slug taken.
• Retry on the Team trial only when a scripted run did not name a tier.
• Test the retry and the guidance shown for an explicitly requested Free plan.

High-Level Assessment

Keep the distinction between an omitted and explicit tier in the CLI request, where the flag is known, and handle the refusal in the existing provisioner. Merely changing the 409 message would leave unnamed scripted runs unable to try Team; changing the server contract is unnecessary for this CLI behavior.

Action required

1. Trial holders get misleading advice ✓ Resolved
Description
ProvisionAsync retries Team after a Free refusal but can then fall back to Free without
remembering that Free was already refused, replacing the Team refusal with advice to try Team again.
This occurs for an unnamed plan or an interactive Team choice when Team returns trial_exists or
work_email_required and Free returns free_unavailable; for an existing Team trial, kcap-web
returns trial_exists before the invite check, so the advice cannot resolve the refusal.
Code

src/Capacitor.Cli/Commands/SpectreTenantProvisioner.cs[R216-220]

+            if (tier == WorkspaceTier.Free && !tierChosen && IsFreeUnavailable(outcome)) {
+                Retry("Free cloud workspaces aren't open right now. Asking for the Team trial instead.");
+                tier    = WorkspaceTier.Team;
+                outcome = await client.ProvisionAsync(
+                    baseUrl, await tokens.GetAsync(ct), orgName, slug, tier, telemetry.Join.Current, code, ct);
Relevance

●●● Strong

A closely matching accepted precedent requires preserving effective provisioning tier across
fallback and retry paths.

PR-#1390

ⓘ Recommendations generated based on similar findings in past PRs

Evidence
The new Free-to-Team retry can enter the existing Team-to-Free fallback, and the Free-unavailable
handler recommends Team regardless of the intervening Team refusal. The web API returns
trial_exists for an existing Team guard key before the invite check and refuses the subsequent
Free request while Free is gated, showing why that recommendation cannot help in the existing-trial
case.

## Issue description
A Free-to-Team retry can be followed by a Team-to-Free retry even though Free was already refused. The final error can discard the Team refusal and recommend another Team request, including when an existing trial prevents that request from succeeding.

- /cross_repos/kcap-web/src/server/signup/provision.ts[140-155]

## Recommended Fix
In the CLI, track plan refusals during the current attempt and do not retry a plan already refused. When Team was refused before Free becomes unavailable, preserve and report the Team refusal and offer an available alternative, such as the local edition for an existing-trial refusal, rather than suggesting another Team request. Add tests for both fallback orders, including the unnamed-plan, existing-trial sequence. No web API change is needed.

Remediation recommended

2. README sends scripts to the wrong plan ✗ Dismissed
Description
The setup parser now leaves an omitted --tier null and the provisioner can retry that request as
the Team trial after Free is unavailable, while the README still says omission means Free. Scripted
users following the documented default can therefore encounter a different plan and invite-code flow
than the one described in the CLI documentation.
Code

src/Capacitor.Cli/Commands/SetupCommand.cs[R2622-2628]

+        var tier = !tierGiven ? null : tierText?.Trim().ToLowerInvariant() switch {
            "team" => WorkspaceTier.Team,
            "free" => WorkspaceTier.Free,
            _      => (WorkspaceTier?)null
        };

-        if (tier is null) return (null, "--tier takes team (a 30-day Team trial) or free.");
+        if (tierGiven && tier is null) return (null, "--tier takes team (a 30-day Team trial) or free.");

PR-#1667
PR-#1680

ⓘ Recommendations generated based on similar findings in past PRs

Evidence
The changed parser makes an omitted plan nullable and the provisioner retries as Team when Free

and describes the old fallback behavior.

Agent prompt
The issue below was found during a code review. Follow the provided context and guidance below and implement a solution

## Issue description
The user-facing setup behavior changed: an omitted `--tier` is represented as no explicitly chosen plan, allowing Free to fall back to the Team trial when Free cloud workspaces are closed, but README.md still documents Free as the unconditional omitted-plan default.

## Fix Focus Areas

- src/Capacitor.Cli/Commands/SpectreTenantProvisioner.cs[216-220]
- README.md[291-291]

## Recommended Fix
Update the README setup and unattended-setup documentation to explain that an omitted plan initially tries Free and, when Free cloud workspaces are unavailable, automatically retries the Team trial; document that explicitly naming `--tier free` does not trigger that fallback and retain the invite-code guidance for the Team retry.

🩺 Stability & Availability | 🟠 Major | ⚡ Quick win

Stop the Free retry after Team refusal.

When an omitted-tier request receives free_unavailable, the code retries with Team. If Team returns work_email_required or trial_exists, the fallback sets tier back to Free and teamRefused to true. A second free_unavailable then satisfies the current condition and sends the flow back to Team, so it can repeat without reaching the local-only failure guidance.

-            if (tier == WorkspaceTier.Free && !tierChosen && IsFreeUnavailable(outcome)) {
+            if (tier == WorkspaceTier.Free && !tierChosen && !teamRefused && IsFreeUnavailable(outcome)) {

This preserves explicit-Free behavior because tierChosen is true, and preserves the first omitted-tier Free-to-Team retry because teamRefused is false.

🤖 Addressed by Claude Code

You’re right: TenantProvisionerHeadlessTests already has a class-level [NotInParallel] at test/Capacitor.Cli.Tests.Unit/Commands/TenantProvisionerHeadlessTests.cs:11, which applies to both new console-capturing tests. The tests therefore cannot run in parallel with each other or with other tests in that class, so finding 3 is not actionable for this PR.
