Trigger the late Kiro Crew record from the hook's own poll - #1466
Conversation
A wall-clock delay cannot order the write after the hook's first lookup on a loaded runner; a clock that writes on the first poll timer does, and fires only if the hook waits.

1. Reviewers cannot link the linear issue 📘 Rule violation § Compliance
The PR's reference line contains Closes #1465 but only says Linear id pending instead of providing a Linear project key. Reviewers therefore cannot identify the paired Linear issue from the required single reference line.

Fixed: the reference line now reads Closes #1465 — AI-3745, now that the issue has been imported.

SourceCache updates Count inside the write, before Connect notifies, so a wait on Count alone can observe the publish before the subscriber stores the daemon list.
A waiter polls the counter from another thread and then snapshots the payload list. Incrementing first lets that snapshot observe an empty list.
Closes #1465 — AI-3745
What & why
The two Kiro Crew wait tests wrote the late sub-agent record on a fixed wall-clock delay. That delay cannot guarantee the write lands after the hook's first lookup, so a loaded macOS runner failed the no-wait test. The tests now pass the hook a clock that writes the record when the hook schedules its first poll delay. The record then lands strictly after the first lookup, and only if the hook waits. The hook's poll interval becomes
KiroHookCommand.CrewParentPollso the test can recognise that delay; behaviour is unchanged.Where to look
FirstCrewPollmatches the poll timer by its due time. If the loop ever stops delaying onbudget.Time, the Crew-wait test fails rather than passing silently.Verification
