Dashboard asks to install kcap after the desktop app set up a local server #1776
The desktop app's onboarding installs a local server with kcap setup --local --json and then offers "Open web dashboard" on its last step. The dashboard still shows "Install kcap — download the app or install the CLI", because nothing has reported the install to the server yet.
The dashboard clears that step once POST /api/users/me/cli-setup records the user. Against a local (no-auth) server:
the install-only kcap setup --local --json run never sends the report;
the full kcap setup run skips it when the server needs no authentication, because it only knew how to send it with a bearer;
the app's own reporter runs after the wizard closes, so the browser opens first, and a failed attempt waits for the next app start.
Expected: a finished local install reports itself, so the dashboard opened from the wizard does not ask for an install the user already has.

Send the local setup report proxy-free and stop it on interrupt (#1776)
