Overview
Fixes #26769, following up on #25192. I misunderstood the issue initially where I thought the issue was only for Xe2+ before driver 32.0.101.8860, but actually this was for all Intel GPU for a specific driver version range. I identified the specific driver range which is [32.0.101.8509, 32.0.101.8860) and changed so we don't use fwht kernels for that specific range.
