Summary

  • bump edict-syntax to 0.4.0-alpha.1
  • add publish-ready v0.4.0-alpha.1 release notes
  • move v0.4 changes into a dated changelog section
  • refresh release-process policy, topic shelf, docs index, README, and roadmap signposts
  • add the v0.4 release-policy regression

Closes #39
