Software > OS: Move vulnerability platforms tooltip to "Not supported"

Goal

User story
As a Fleet user on the Software > OS page,
I want to see a tooltip on hover over "Not supported" that tells me which platforms support vulns
so that I know which platforms Fleet supports.
