Add unified queue support

Task

• Support the new In-House app install activity type in the unified queue (activate next, cancel)
• Add unified queue support to IPA installation so that it can be inserted in order into the queue. (depends on Send InstallApplication command to device referencing IPA manifest #33089)
• Address remaining TODOs from the PR (IPA: add support of ipa to unified queue (partial) #34005) that depend on future work (e.g. add uniq automated tests for this activity type, XML of the MDM command to send, verification, ...) (depends on Send InstallApplication command to device referencing IPA manifest #33089 and IPA: verify install #33977)

Condition of satisfaction

IPA installations can be queued in advance using the unified queue.
