Scope

New in v7.2.0: ethereum/EIPs#11908, a change to EIP-8037 applying the calldata floor to block-level regular gas.

• Fixtures generated and released: gh workflow run release_fixtures.yaml --repo ethereum/execution-specs -f feature=glamsterdam-devnet -f version=v7.2.0 -f branch=devnets/glamsterdam/7
• hive-tests updated to run the new fixtures.
• hive-ui discovery updated to the latest glamsterdam-devnet workflow.
• Linked the test fixture release tag within the issue and closed it.
