New test: Precompile as block coinbase/fee recipient

Add test to tests/frontier/precompiles that verifies that setting any of the enabled precompiles for the current fork do not affect the state transition.

Draft PR with a Frontier with_all_precompiles blockchain test: #3462

Uses each enabled precompile as the block coinbase / fee recipient, then calls that address. Happy to adjust if reviewers want a different fixture shape.
