### Added
- Experimental, off by default (Settings → Experimental → Account: confirm removals on every PC):
removing a device from your account shows, for every PC, whether that PC reports it removed, and
the device that removed it brings the removal to each PC it connects to until every PC has it,
even one whose mailbox never got it. "It was lost or stolen" when removing a device lists the
devices it added, so you can remove them too, one by one.

Document both enrollment modes.

When accountRemovalReports is disabled, enrollPc includes kept removals as records. The default is false, so the current paragraph gives incorrect protocol guidance. State that only the enabled mode sends kept removals as held keys.

Update the `enrollPc` protocol guidance to document both `accountRemovalReports`

## Removing a device

Experimental: all of this section's client behaviour is on only where **Settings → Experimental →
Account: confirm removals on every PC** is on (default off). Off, a removal goes as before: to the
PC in view and the mailboxes of the PCs this device is linked on, and an enrollment relays the
removals this device kept. The PC's `tombstones` and `paired_here` fields are always there; a client
that does not read them is unaffected.

A client that removes a device keeps the removal and brings it to every PC it knows until each PC
reports it applied, then shows where it is still missing. Nothing here needs the account service:
it stays a mailbox that can hide records ([Rules](#rules)), and the client works around it.

**What a client carries.** Only removals it signed itself. A removal signed by any other key, even
a device's removal of its own key, one by a device this client approved, or one a PC lists as a member, is never carried, never blocks anything on
the client and never feeds a cascade: a compromised PC or a stolen former key cannot make clients
spread or act on it. The client shows such a removal, from a PC's verified `removals` only, as
**Removed on {PC} by {signer}**, with **Remove everywhere**, which signs a new `remove` with this
client's own key after the person confirms. A key that a PC only lists in `blocked` is not offered:
an enrollment hold is that PC's word, and nothing signed backs it. Enrollment keeps its own fail-closed rule ([Enrolling a PC](#enrolling-a-pc)):
a key any reachable PC keeps out is held on the new PC, so a false claim costs that device one
comparison of digits there, never a removal.

**Which PCs.** When it signs a removal, the client stores the removal's PC list: every PC the
account's directory lists then (a directory it cannot read stops the removal from being called
done) and every PC this client is paired with for the account. PCs the client later sees in the
directory or pairs with are added to the list; none leaves it except by **Forget this PC** on this
device. Done means done on the PCs in that list; a PC the device never heard of, hidden by the
service, cannot be shown.

**Carrying.** The removal is kept before it is sent, then sent to the PC in view and, at the same
time, posted to the account service for every PC in the directory (not only the ones this client is
linked on; a PC where the signer is not a member yet keeps it waiting), each post with a deadline of
10 seconds after which its PCs are named as not reached. Then, on every connection to a PC of the
account, not only when enrolling one, the client sends that PC (`POST /api/account/records`, 32 at
a time) each removal it carries that the PC does not report removed. The PC decides every case
itself, as before: a removal signed before a pairing made on that PC answers `unchanged` and
leaves the pairing be.

**What a PC reports.** `GET /api/account/status` adds `tombstones`: every key this PC removed and
has no row for. A client reads it fresh on each connection and keeps, per removal and PC, the
state it last read and when:

| state | read on that PC | shown |
|---|---|---|
| `reported` | the key is in `tombstones` | **Removed** (the PC's word: a compromised PC can say so and still let the key in) |
| `repaired` | the carried removal answered `unchanged`, the key is not in `tombstones`, and `paired_here` lists it | **Paired again on this PC**: the PC judged, by its clock against the removal's `issued_at`, that a pairing approved there came after it; `unchanged` with no such row is `unknown` |
| `waiting` | the key is in `blocked` but not in `tombstones` | **Waiting** |
| `unknown` | anything else: the send or the read failed, `account_unavailable`, `blocked_all`, a malformed answer | **Could not confirm**, with the reason |
| `unconfirmed` | a PC from before `tombstones` (its status has no such field) | **Update Ovis on this PC to confirm** |
| `not reached` | not read since the removal | **Not reached yet** |

A removed device stays in the client's device list as **Removed**, with "not confirmed on {n}
PCs" and their names, while any PC of its list is not `reported` or `repaired`; once every one
is, the row says **Settled on every PC this device knows**, names the PCs that report it paired
again, and stays in the history. A state is
a report from the last read, never a proof: every connection reads it again.

**Re-admission.** While this client carries a removal, it does not approve a join for that key on
any PC, sign an `add` for it, introduce it, enroll an add for it, or relay an `add` signed by it.
Only a pairing approved on the PC itself brings the key back there. An older client does not follow
these rules; a PC that has applied the removal refuses its adds and approvals anyway.

**Keeping.** Removals this client signed and their PC lists are kept in its account store
(IndexedDB, per account) for good, at most 4096, and none is ever dropped on its own: at 4096 the
client signs no new removal until the person clears settled ones (**Clear settled removals**, which
keeps every one that some PC of its list has not reported, and first says: a PC added to the
account later gets these removals only from the PCs that hold them when it is enrolled). Each removal and its PC list are
written before it is sent anywhere; a store that cannot be written makes the removal fail before
anything leaves this device. Signing out keeps them (only the sign-in goes).

**Leaving.** **Remove this device from your account** first says how many removals this device
signed are not settled on every PC of their lists; confirming leaves anyway, and the store goes with
the sign-in. The device's own `remove` goes to the mailbox of every PC the account lists; a refused
post fails the leave and keeps everything, and a PC the account does not list is named so the
person revokes the device there.

**Lost or stolen.** Removing a device offers **It was lost or stolen: also remove the devices it
added**, off by default (retiring an old phone keeps the devices it approved). On, the client reads
the PC in view (`?fresh=1`) and lists as candidates every key whose signed `add` (in its `adds`,
signature checked) was signed by the removed key, then the same for those keys. Rows a PC says the device added (`added_by`) without a
signed add are listed apart, as **the PC says**, unchecked. A signed add shows who approved a key,
not that the row there came from it. The person ticks which to remove; the client signs one plain
`remove` per ticked key, carried as above. Nothing is removed later on its own.

## On the PC

the approver signs an `add` only for a key the account service lists as admitted at that PC
(`GET /v1/admissions`), which only a device signed in to the account can post. A compromised PC
together with a stolen sign-in still could.
- **A PC that stays off while the account service hides a removal** keeps the removed device until a
client connects to it and hands over the record directly.
- **A removal no reachable PC holds.** When a client brings a PC into the account, a removal held
only by PCs it cannot reach, and hidden by the account service, is missed (see what a client
enrolls): the device comes back on that PC, announced there. A client relays the removals it kept
only when it brings a PC into the account, not ones it learns later.
- **A PC no client carrying a removal reaches**, while the account service hides it,
keeps the removed device; those clients show it as not reached until one gets there.
- **A PC that reports a removal it did not apply.** `tombstones` is the PC's word: a compromised
PC can list a key and still let it in. Nothing a PC says can prove what it enforces.
- **A removal signed by another device** reaches PCs only through the mailbox until a member signs
it again with **Remove everywhere**.
- **A false hold at enrollment.** A compromised PC can list a key in `blocked`; a PC enrolled then
holds it, and that device joins it by comparing digits once. One that says `blocked_all` makes the
enrolled PC refuse every add (`held_full`) until `account-held.json` is removed there, as today:
the account's devices then join it by comparing digits.
- **A cleared removal** reaches a PC added later only through the PCs that hold it when that PC is
enrolled (and the mailbox).
- **A clock that is off** on a PC can make it judge a removal older than a pairing made there
(`repaired`), as it already can for any late `remove`.
- **An old removal waiting for a signer who is no member any more** keeps holding its key on that
PC until its signer joins again; **Remove everywhere** signs a new one, which removes the device,
but the old one still waits beside it.
- **An older client** still approves and adds for a key on a PC that has not applied its removal.
- **Lost or stolen** finds only the devices that the PC in view shows signed adds for.
- **A client from before enrollments** links a new PC and never enrolls it: that PC's barrier stays,
and the account's devices join it by comparing digits.
- **A coding agent on the desktop app's machine** can drive the app's account key (rule 3). The same

Preserve pairing evidence for same-key links.

If a removed device pairs locally again and links the same key, linked_at hides the pairing from paired_here. A later removal can then stay Could not confirm instead of Paired again. Preserve the pairing’s provenance when the link does not change its key.

Update the device-link handling used by pairedHereKeys so linking a device with
the same relay public key preserves its local-pairing provenance instead of
setting linked_at in a way that hides it from paired_here. Keep existing
behavior for links that change the key, and ensure a subsequent removal can
