fix(herdr-core): keep an Ovis unpin whose label write failed after its terminal came back a shell - #2785
On herdr-core, an agent unpinned in Ovis whose terminal.label write failed came back pinned once its terminal returned as a shell and an agent ran there again. For a shell terminal whose label had not changed, heard only counted a pin in Ovis's list as Ovis's side, since the Agents list prunes a shell's row; it could not tell that prune from a real unpin whose write failed.
Fix
server/herdr-core/pin-label.ts now records a pending Ovis change per agreed terminal when its label write fails, kept on disk in herdr-core-pins.json (pending, next to shells). Such a terminal skips the shell rule, so it settles by the usual rule: a label changed since the agreement still wins (the Herdr app's change), otherwise Ovis's list does. The mark is cleared when an agreement is set (a write succeeds or both sides agree), and when the terminal goes away or is pruned.
Validation
New test in server/herdr-core/pin-label.test.ts (the issue's steps): fails on origin/main (pins ends ["local:t1"]), passes with the fix.
bun test server/herdr-core/: 139 pass, 0 fail.
bun run check fast: passed (typecheck, build, unit tests 11221 pass / 0 fail / 44 skip).

Bug Fixes
Fixed an issue where an agent could remain pinned in Ovis after being unpinned if its terminal label could not be updated. The unpin now remains in preferences when the agent returns.
The bridge now persists pending Ovis pin changes when a terminal-label write fails, excludes pending terminals from shell-side pin reconciliation, and clears pending state during agreement updates and terminal cleanup. A regression test covers an unpin across stream loss, shell return, and agent restart.

Persist pending pin state server/herdr-core/pin-label.ts
The agreement document now stores pending terminal keys. The bridge loads only valid pending keys that are also present in the agreed-pin map, and saves changes when pending state is added or cleared.

A failed label write marks an agreed terminal as pending. The shell-side pin check skips pending terminals. Terminal removal and snapshot pruning clear pending keys. The regression test covers the failed-unpin sequence across stream loss and agent restart; the changelog records the fix.
devswha/ovis#2749: It changes the same bridgePins reconciliation state for terminals that return as shells.
devswha/ovis#2694: It introduces bridgePins and persisted agreed-pin state, which this change extends with pending state.
Merge Risk: Low · previous review 81f81
An unpin can still be lost after a disk-write failure followed by restart before another successful save. This bounded persistence gap warrants a small fix; otherwise the change addresses the intended reconnection scenario.

Explanation
Issue #2770 requires persistent tracking of an Ovis change when a terminal-label write fails, shell-rule bypass on return, clearing after agreement or terminal removal, and a regression test. pin-label.ts persists pending, marks an agreed terminal after a failed write, excludes it from the shell rule, and clears it on agreement, removal, or snapshot pruning. The new pin-label.test.ts test covers the failed unpin, agent exit, reconnect as shell, and agent return sequence. It verifies that Ovis remains unpinned and that the label write is retried.

Codex feat: web push alerts with the app closed #4: a failed pin in Ovis whose row the Agents list later prunes as a shell is still lost; pending records no wanted value. Same as on main before this PR; a follow-up if it shows up in practice.
Restart the bridge in the failed-unpin test so it covers the persisted pending mark.
The test runs on one live bridge and checks only in-memory state. An implementation that keeps the pending mark only in memory, or stops saving or loading it, still passes. Restarting the bridge on the same state directory makes the assertions depend on the saved mark.

Update the failed-unpin test to stop the current bridge and reopen it using the
same state directory before sending the status update. Assert the resulting pin
state and label write through the reopened bridge and its fresh PreferenceStore,
so the test verifies the pending mark survives persistence and restart.
