fix(herdr-core): keep the Herdr app's pin when an agent restarts in a terminal that quit it while Ovis was stopped - #2749
On herdr-core, the pin bridge remembers in herdr-core-pins.json the pin both sides last agreed on per terminal. A terminal whose agent quit while Ovis was stopped (or while the event stream was cut off) is first seen without an agent in the next snapshot. Its agreement stayed, and the Agents list then pruned the shell's pin, so a restart of the agent there was read as an unpin made in Ovis and herdr.pinned was written empty.
Fix
server/herdr-core/pin-label.ts:
A terminal seen without an agent, however first seen (a live status change or a snapshot after a restart or reconnect), keeps its agreement but is marked as a shell. The marker is saved with the agreements in herdr-core-pins.json (a shells key that older builds ignore), so an Ovis restart in between keeps it.
When an agent runs there again, a label changed since still wins (an unpin made in the Herdr app is kept), while a pin missing from Ovis's list is not an unpin, since the list prunes a shell's row.
The marker is cleared only once the pin is settled, so a pin a full list refused keeps it through later preference changes.

Bug Fixes
Pins in the Herdr app are now retained when an agent quits before Ovis stops, and remain consistent if the agent later restarts.
Pin state recovers more reliably when status updates are interrupted, while respecting pin-list capacity and user unpins.
The pin bridge now retains agreements for terminals that stop running agents. When an agent returns, it reconciles the live label against the retained agreement. Added tests cover restart, unpin, capacity, and interrupted-stream scenarios.
The bridge reads and saves pin agreements with shell markers. It accepts markers only when they reference a valid boolean agreement.
Reconcile pins across agent status changes server/herdr-core/pin-label.ts, server/herdr-core/pin-label.test.ts, changelog.d/herdr-core-pin-agent-restart.md
When a terminal stops running an agent, the bridge retains its agreement and marks it as shell-associated. On return, it reconciles the live label and removes the marker. Tests cover restart, unpin, capacity, and interrupted-stream cases. The changelog records the restart fix.
devswha/ovis#2694: Adds the pin-label bridge and its per-terminal agreement state, which this change extends.

The change preserves pin agreements across agent restarts. The remaining save-retry edge case predates this change and does not establish a new merge blocker.

Explanation
The title names the main change: keeping the Herdr app's pin when an agent restarts in a terminal that quit while Ovis was stopped. It uses the fix(herdr-core) scope and matches the raw summary and objectives. It is long (114 characters, 20 words), but it stays on the primary change.
Full details: Linked Issues check
Explanation
Issue #2707 requires the Herdr app pin to survive an agent restart after Ovis restarts while the terminal has only a shell. agentIs records an agreed terminal seen without an agent in the persisted shells set. When the agent returns, heard does not interpret the missing Ovis-list row as an unpin. The new regression test covers the reported sequence and verifies that local:t1 remains pinned. Additional tests cover app unpins, reconnects, list capacity, and interrupted streams.

Explanation
The changed implementation, regression tests, and changelog entry all support issue #2707. The persisted shell state and related lifecycle handling prevent the reported false unpin across restart and reconnect paths. No unrelated product behavior is introduced by the reviewed changes.
Full details: Description check
Explanation
The description follows the template's two sections, Change and Validation. The Change section gives the problem (a restarted agent in a terminal that quit while Ovis was stopped had its pin written empty), the fix in pin-label.ts, and the linked issue #2707. The Validation section lists the regression tests, the bun test run (118 pass, 0 fail), and bun run check fast. It states that check full and browser integration were not run locally. The description has no notable gaps, but it is missing a link to the changelog entry in changelog.d/, which CONTRIBUTING.md requires. The changelog entry itself exists in the PR summary. The description also does not state a pass/fail count for the regression tests on origin/main beyond the two-case claim, which is adequate.

Review summary for head b2328a1 (omo + Codex Terra 6.1 xhigh, three fix rounds).
Fixed in this PR (each with a regression test that failed on the earlier head):
MEDIUM (omo + Codex, round 1): an unpin made in the Herdr app while Ovis was stopped could come back after the terminal returned as a shell.
MEDIUM (omo, round 2): an unpin made in the Herdr app after Ovis came back, of a terminal still a shell, was reversed when its agent returned.
MEDIUM (Codex, round 2): undefined pin list / failed preference save discarding an app unpin - covered by keeping the agreement instead of dropping it.
MEDIUM (omo, round 3): the shell marker was lost across an Ovis restart (now saved in herdr-core-pins.json), and was cleared before a full list settled the pin.
Left open (not fixed here; round cap reached):
MEDIUM, reproduced by omo on b2328a1: an unpin made in Ovis whose terminal.label write failed, followed by the event stream dropping and the agent quitting during the outage, comes back as a pin once an agent runs there again (main keeps that unpin). It needs a failed label write, a cut event stream and the agent exiting in the same window. Fix idea: persist a pending Ovis change per terminal on a failed write and settle it as an Ovis edit, skipping the shell rule.
LOW: herdr-core-pins.json gains a shells key; older builds ignore it (only boolean values are read) and it cannot collide with a terminal key, which always holds a /.

Retry the unsaved shell marker before the bridge stops.
When saveAgreed fails in the non-agent branch of agentIs, unsaved is set, but nothing retries until a later agreement write. stop() does not flush it. If the agent is running at the next start and the pruned preferences list does not hold the pin, heard clears the Herdr pin label. Flush unsaved in stop(), or retry the save, so the marker reaches disk.

Update stop() to retry saveAgreed when unsaved is set, ensuring the pending
shell marker is persisted before shutdown; preserve the existing save behavior
in agentIs and let heard continue using the persisted marker on the next start.
