fix(access): re-read the PC's Tailscale login after a boot instead of caching it unknown - #2732
After a PC reboot, the owner's own browser and phone (reaching Ovis through tailscale serve) were
shown the pairing screen for up to five minutes.
Cause: createServer reads tailscale status --json once at start. A server started at boot asks
before tailscaled has logged in (here: server up at 19:44:01, tailscaled NoState -> Running at
19:44:14), so the PC's own login is read as unknown. TailnetIdentitySource cached that answer for
its five-minute TTL. With the device gate closed (a device was paired once), a request carrying the
owner's Tailscale-User-Login then falls through to pairing_required.
Fix: TailnetIdentitySource now records whether a Running status named this PC's login (or found
its node tagged). A request that states a Tailscale login on /api/ or /ws, with no token and no
paired-device cookie, waits for one shared, bounded status read (loginIdentity) until that is known; a new read starts at most every two seconds, and only for a request decideAccess could admit by login (loopback, one tailnet X-Forwarded-For, not Funnel). A failed or not-Running read keeps the last login a Running read named, without confirming it.
Once known, the cache's TTL applies as before, so later polls read nothing. No access rule changes:
the same decideAccess decides, only with a current owner.
Ruled out:
herdr unreachable (/api/health 502) does not lock the client: the gate is driven by /api/health?scope=bridge, whose auth is computed without herdr (checked against an isolated
server pointed at a missing herdr socket: authenticated: true, via: "tailscale").
The LAN address change does not apply to the tailnet address. A device opening the LAN address is
a new origin with no device cookie and pairs, as expected.
Validation
New regression test in server/api.contract.test.ts ("lets the owner's login in as soon as
Tailscale finishes starting"): fails on main (pairing_required), passes with the fix.
bun test server/api.contract.test.ts -t "pairing and identity", server/tailscale.test.ts, server/access.test.ts, server/dispatch.test.ts, server/startup-order.test.ts, server/device-access.contract.test.ts: pass.
bun run check fast at the head: pass (typecheck, build, 11046 unit tests).
loginIdentity unit tests in server/tailscale.test.ts: retry bound, failed and not-Running reads, account switch.
Not run locally: check full (CI runs integration and browser).
… caching it unknown
A server started at boot read tailscale status before tailscaled had logged in and kept the empty owner for five minutes, so the owner's own devices met the pairing gate. A request stating a Tailscale login now waits for one bounded read until a Running status names the PC's login.

Bug Fixes
After a PC restarts, Ovis now waits for Tailscale to establish the PC’s login before checking device identity. This prevents the owner’s devices from being asked for a pairing code while Tailscale is starting.
Tailscale identity lookup now distinguishes an unsettled ownership status from a known login or tagged-node state. Eligible loopback API and WebSocket requests use a login identity lookup that waits for a shared status refresh when needed.

Summary
Track known login state server/tailscale.ts
The status cache records whether the local login or tagged-node state is known. loginIdentity() returns cached identity when known, or waits for the shared refresh otherwise.
Select login identity for eligible requests server/dispatch.ts, server/index.ts, server/api.contract.test.ts, changelog.d/boot-tailscale-login-pairing.md
Eligible loopback API and WebSocket requests pass the login-path flag to identity lookup. A regression test checks owner authentication, identity reuse, and rejection cases. The changelog describes the restart scenario.
The startup recovery is mergeable with bounded follow-up: failed Tailscale status reads can repeatedly delay eligible requests until a read succeeds. Add an independent WebSocket recovery test to protect that path.

Explanation
The description covers the problem (owner's devices shown the pairing screen after a PC reboot), the root cause (startup status read cached as unknown for the TTL), the fix, ruled-out alternatives, and a validation section listing the regression test and commands run. It follows the template's Change and Validation sections. The validation section explicitly states that check full was not run locally, and it covers contract-test coverage for the HTTP/WS change. No linked issue is cited, though the template asks for one for features; this is a bug fix, so that gap is minor.

Limit repeated Tailscale status reads on login requests while identity is unknown.
While ownerKnown is false, each loopback request that carries a tailscale-user-login header, with no token and no paired-device cookie, starts a status read and waits for it. The gate is in server/dispatch.ts:157-158, and the wait is in server/tailscale.ts:292-296. Concurrent requests share one read in flight. Sequential requests each start a new tailscale status --json process, and each can wait up to the 2.5 s read timeout. Nothing limits how often these reads run.
A failed read also sets ownerKnown to false, even after an earlier read confirmed the owner. A transient failure therefore restarts the per-request reads until a read succeeds. Access decisions still use the retained owner, so the cost is process launches and response delay.
A backoff must still let the owner's devices through once tailscaled finishes logging in after boot. This is a design decision.

Review comment at @server/tailscale.ts around lines 293 - 295:
Limit repeated status reads in the Tailscale identity flow around refresh() so
sequential login requests share a bounded retry cadence while ownerKnown is
false. Ensure the backoff retries eventually, allowing devices through once
tailscaled finishes logging in, and preserve a previously confirmed owner when a
status read fails.
Cover the /ws upgrade with a fixture where /ws is the first request.
The new test reads only /api/health?scope=bridge. The HTTP read sets ownerKnown before any upgrade. After that, a /ws upgrade reads the cached owner whether or not /ws is on the login path, so opening /ws after that read does not detect a regression that removes /ws from apiPath in server/dispatch.ts.
Add a separate test with these steps:
Use the same fixture as the regression test: a devices.json with gate_closed_at set, a NoState status read first, a Running status read after it, and OVIS_TAILSCALE_OWNER unset.
Call freshIdentity(null) before createServer, so the cache is unsettled before any request.
Open ws://127.0.0.1:${port}/ws with the headers that proxied(OWNER) sends, and expect the upgrade to succeed. connectWithCookie shows the header-option pattern but accepts only a cookie, so this test needs a constructor that takes the full header set.
Close the socket, then stop the server and remove the state directory, as the existing test does.
If /ws leaves the login path, this first upgrade reads the cache, finds no owner, and is refused with 401. The test then fails.

Add a separate regression test that opens `/ws` as the first request using the
existing unsettled-cache fixture: call `freshIdentity(null)` before
`createServer`, preserve the `devices.json` gate and NoState-then-Running status
reads, and leave `OVIS_TAILSCALE_OWNER` unset. Use the full headers from
`proxied(OWNER)` with a WebSocket constructor that accepts headers, assert the
upgrade succeeds, then close the socket, stop the server, and remove the state
directory.

…nd the login re-read
Review follow-up: a failed or not-Running status no longer drops a login a Running status named; the login path re-reads at most every two seconds, and only for a loopback request from one tailnet address that is not Funnel.
…on the next login request
Review follow-up: a not-Running status keeps the last named login but no longer confirms it, so after tailscaled restarts under another account the login path reads the new owner (at most every two seconds).
MEDIUM: a failed read followed by a not-Running status (NoState) dropped a known owner, so on an
ungated install with no token a stranger's login could fall through to open.
Resolved in a61b6f7: a failed or not-Running status keeps the last login a Running status named.
MEDIUM: any loopback request with a login header could start a tailscale status read per
request while the owner was unknown. Resolved in a61b6f7: the login path re-reads at most every
two seconds (concurrent requests share one read), and only for a request decideAccess could admit
by login (loopback, one tailnet X-Forwarded-For, not Funnel).
LOW: tests covered only the happy path. Resolved: loginIdentity unit tests for the retry bound,
failed and not-Running reads, and an account switch.
Round 2 (on a61b6f7): both MEDIUMs confirmed fixed, no HIGH.
MEDIUM: after old owner -> NoState -> new owner, the kept old login stood for the cache's five
minutes. Resolved in 7efc19d: a kept login is no longer marked confirmed, so the next login request
(at most every two seconds) reads the new owner. Test: "reads the new login on a login request
after the daemon restarts under another account".
Pre-existing and unchanged by this PR (Codex note): a loopback request with a matching login header
and a tailnet-shaped X-Forwarded-For is trusted; installs behind another proxy need a token, as
documented in server/access.ts.
Validation at 7efc19d: bun run check fast passed (typecheck, build, 11046 unit tests). Targeted: server/tailscale.test.ts (30 pass), server/api.contract.test.ts -t "pairing and identity" (14 pass).
…reload (#2747)
## Summary
`scripts/settings-unload-regression.ts:42` timed out on PR CI (#2732,
#2735). It reproduces on origin/main in isolation, so it is not only
load: three causes stacked up.
1. **Product (preferencesSync.ts `takePreferences`)**: while a save was
in flight, a value changed back here was measured against the old
baseline, not against the change on its way. Turning a switch on, then
off before the server's answer, made that answer (on) overwrite the
local off. The muted panes already compared against the in-flight
change; settings and pins now do too.
2. **Product (reload)**: Chromium sometimes drops the keepalive `PUT
/api/preferences` sent at `pagehide` during a reload. A Chromium net-log
of a failing run shows `fetch` was called (keepalive) but no request
ever reached the network stack. The unsent change is now also left in
`sessionStorage`; the reloaded tab treats each value still held as it
went as its own edit and sends it again, but only when the server's
revision has not moved past what the leaving page knew (a newer save
from another browser wins).
3. **Test**: line 41 passed an async predicate to
`page.waitForFunction`; the returned Promise is truthy, so it never
waited. It now waits on the server's event stream for the document
holding the last value (bounded 5s, no fixed sleep).
## Validation
- Failing-first: the new `takePreferences` unit test and the new hook
test ("the reloaded page sends it again") fail on origin/main's
`preferencesSync.ts` and pass with the fix.
- `bun test src/lib/preferencesSync.test.ts
src/lib/preferencesSync.hook.test.ts`: 70 pass.
- Browser regression on a built bundle, isolated server (mkdtemp state,
port 0): before the fix about 9/64 failed at 8 parallel; after it 64/64
at 8 parallel and 96/96 at 12 parallel.
- `bun run check fast`: ok (typecheck, build, 11077 unit pass).
- Not run: `bun run check full` (CI runs it).

Cause:
createServerreadstailscale status --jsononce at start. A server started at boot asksbefore tailscaled has logged in (here: server up at 19:44:01, tailscaled
