Count dispatches, not deferred workflow runs.
This invocation makes the gate read initiative-driver.yml run history. The pinned gate counts every prior run for cooldown and the daily budget, including runs whose dispatch step was skipped by defer. After one dispatch, repeated issue events can therefore keep resetting the cooldown. Twenty such runs can exhaust the configured 24-hour budget after only one actual dispatch. Record or identify successful dispatches before using run history for these limits. (raw.githubusercontent.com)

## Summary
The initiative-driver admission gate derives cooldown and daily-budget counters from caller workflow runs, including runs where the gate returns `defer` and the central dispatch step is skipped.
Requested by @don-petry in the TalkTerm standards-sync review. Fix the upstream template and gate tooling, not the synced TalkTerm caller. Local caller edits drift from the template and are overwritten by the next sync.
## Affected areas
- `standards/workflows/initiative-driver.yml`
- `scripts/agent-rate-limit-gate.sh`: `argate_last_run_epoch`, `argate_daily_count`, and run-history collection as needed
- Relevant gate tests and documentation
The template invokes the gate with `--workflow initiative-driver.yml` and only executes `Dispatch central initiative-driver` when the gate decision is not `defer`. The gate's cooldown calculation uses prior workflow creation timestamps without checking whether dispatch occurred. Daily-budget accounting likewise needs to distinguish actual dispatches from deferred caller runs. Filtering for successful workflow conclusions alone is insufficient because a deferred run can finish successfully.
## Impact
After one dispatch, repeated issue events can keep extending cooldown even though they dispatch no work. Deferred runs can also consume the rolling daily budget without actual dispatches.
## Required changes
Record or identify successful central dispatches and use that evidence for initiative-driver cooldown and daily-budget accounting. Exclude deferred/no-dispatch runs from both counters. Preserve the intended concurrency and circuit-breaker behavior. If gate tooling changes, update the template's immutable tooling pin through review, then deploy the standard template to enrolled repositories.
## Acceptance criteria
- Deferred runs do not extend cooldown.
- Deferred runs do not consume the daily dispatch budget.
- Actual successful dispatches count toward both limits.
- Tests cover one dispatch followed by repeated deferred runs, cooldown expiry, and daily-budget boundaries.
- The fix is made upstream and distributed through the standards-sync process, without a TalkTerm-only caller edit.

Pass issue labels to the gate.
When a security-labeled issue closes, this workflow runs the gate without --labels. The pinned gate then cannot apply its configured exemption for security-labeled work. An active cooldown or exhausted budget can defer that dispatch despite the exemption. Pass the event issue’s labels as --labels for issue events. (raw.githubusercontent.com)

## Summary
The source template `standards/workflows/initiative-driver.yml` invokes `scripts/agent-rate-limit-gate.sh` without `--labels`. The gate accepts a CSV list through `--labels` and uses it to apply configured label exemptions before evaluating rate limits. Without that input, an issue-event dispatch can be deferred even when the triggering issue carries an exempt label.
This was raised during a standards-sync review in TalkTerm. At @don-petry's request, address the finding in this source repository. Do not hand-edit the synced consumer stub: local changes create template drift and the next sync replaces them.
## Required changes
- Update `standards/workflows/initiative-driver.yml` to pass the triggering issue's labels through the gate's `--labels` argument for issue events.
- Read labels as data and pass the resulting CSV as a quoted shell argument. Do not interpolate issue-controlled labels into shell source.
- Leave schedule and manual-dispatch behavior unchanged.
- Preserve the dispatch target, `initiative:auto` event filter, PAT guard, and fail-open behavior.
- Distribute the template change through the normal standards-sync process.
## Acceptance criteria
- An issue event supplies all triggering issue labels to the gate.
- An issue with a configured exempt label receives the label exemption even when ordinary rate limits would defer the run.
- An issue without an exempt label remains subject to ordinary gate decisions.
- Schedule and manual-dispatch runs retain their current behavior.
- Add regression coverage for exempt, non-exempt, empty-label, and non-issue events.

Count only actual driver dispatches in rate-limit history
When any unrelated label is added, this workflow still creates a skipped run because the initiative:auto filter is job-level; passing the whole initiative-driver.yml history to the gate makes that run consume the cooldown and daily budget. The pinned gate fetches runs with gh run list --workflow and its cooldown/daily functions count every returned run without filtering conclusions (gate implementation, fetch implementation); the CLI exposes status as a separate filter, so --workflow alone does not exclude skipped runs (gh run list manual). Consequently, one unrelated label within ten minutes defers a legitimate epic dispatch, and 20 such runs in 24 hours block all initiative releases even if no central dispatch occurred; the history must distinguish runs that reached the dispatch path.

Pass issue labels to preserve the security bypass
When an initiative:auto epic is also labeled security, this invocation never supplies the triggering issue's labels, so the enforcing gate cannot apply the configured emergency bypass and may defer the dispatch for cooldown, budget, or breaker state. The pinned gate only evaluates exempt labels when --labels is nonempty (gate argument and bypass handling), while its pinned configuration explicitly says security-labeled work must never be blocked or deferred (rate-limit configuration). Pass the issue's complete label set through --labels for issue-triggered runs so urgent security initiatives retain that invariant.

Include comments when deduplicating breaker escalation
When the circuit breaker opens again for the same tracking issue, this newly enabled --tracking-issue path posts another identical escalation instead of recognizing the marker already posted in a comment. The pinned gate queries only --json body, checks that value for the marker, and then writes the marker with gh issue comment (escalation implementation); body and comments are separate fields in gh issue view, and the same script's token-budget escalation correctly queries both. Repeated breaker trips therefore accumulate duplicate comments and repeatedly attempt the same label mutation; pin tooling that searches both the issue body and comment bodies before posting.
