dev-lead: deferred review findings #531
Description
Single tracker for valid review findings deferred out of scope by dev-lead.
- PR feat: implement issue #508 — Compliance: stub-surface-drift-pr-auto-review.yml-concurrency #521 (CodeRabbit summary hardening proposals): (1) validate the shared pr-auto-review reusable workflow's interruption/repetition contract (partial dispatch, cleanup, recovery) before treating same-commit cancellation as end-to-end safe; (2) strengthen scripts/test-pr-auto-review-workflow.sh with semantic event-case evaluation of the concurrency expressions rather than token/regex presence.
