Deleting a DS via a DS request/fulfill immediately does not remove DS from the DS table #4192

Current behavior:

Go to Traffic Portal, create a new Delivery Service or choose the existing one. Click Delete and choose Fullfill Request Immediately then input comment and click Submit.
The success message will display Delivery service [ name ] deleted but the Delivery Service still stay there. You actually can click on the DS just deleted and UI will bring you there. You have to refresh the page to see the change.

Expected / new behavior:

User doesn't have to refresh the page after Delete the Delivery Service immediately.
