kafka consumer: custom serializer can't be configured after it's instantiation  #12960

Description

KafkaRecordSupplier will take value.serializer to instantiate a custom serializer.
however, some custom serializer(in my case, decryption serializer) may need to be configured by taking more config parameters from kafka parameters.
