This fixes a V2 regression where home-relative filesystem permission paths stopped matching resolved absolute paths.
Summary
external_directory: { "~/p/**": "allow" }, so paths under the user home no longer prompt.~and$HOMEpath rules on POSIX and Windows for global and per-agent permissions.$HOME/private/**literal so deny rules still match raw commands, and leave$HOMELESSunchanged.
