roster: delete Plugins' supersede and publish-modules rows (#1676 merged) - #4062

…ged) Systemorph/MeshWeaver.Plugins#1676 is on main: the repo no longer calls node-repo-supersede.yml (no push run on main is ever cancelled) and no longer has publish-modules (modules publish on their own verdict).
