Adds a workflow to generate and validate a Winget manifest from the Windows release artifacts, plus the initial manifest template.

A singleton winget manifest cannot declare both x64 and arm64 installers, so 'winget validate' failed. Split the template into version, installer, and default-locale manifests, add schema headers, and drop the unsupported portable Scope. The workflow now renders all three files into a manifest directory and validates that directory.
