php-in-php: lazy SuperglobalRefresh from ensureFullStandaloneBodies (#35137)

Summary

• Drop SuperglobalRefreshRuntime::ensureStandaloneBodies from Context::ensureFullStandaloneBodies so full standalone init cannot NestedJIT __superglobals__refresh and mint superglobals_refresh.1 (Release v1.1.0: fix cold-build-check compile_failed on hello world (LLVM Module.php line 180; re-#24302) #32122 class).
• Link via compileToFile for every LOAD_TYPE_STANDALONE before main emits __superglobals__refresh (unify thin ensureUserScriptRefreshEmit onto ensureStandaloneBodies).
• Keep ensureBootstrapAotStandaloneBodies + JIT.php ensureLinked; unit guard peer of php-in-php: drop Context ensureFullStandaloneBodies always-on CliArgvRuntime — lazy at compileToFile / CliArgvGlobalInit (ext/standard/basic_functions.c) #35133 CliArgv.

• No new lib/AOT/runtime/*.c
