• NestedJIT helper + bakeFromPemLiteral for non-thin / compile-time PEM; no new runtime/*.c.
• php-src: ext/openssl/openssl.c PHP_FUNCTION(openssl_pkey_get_details).

• Capability matrix regenerated (openssl_pkey_get_details VM/JIT/AOT yes)
