Summary

• Register php-src Reflection class with static getModifierNames(int): array (php-src-strict; zim_Reflection_getModifierNames).
• Map modifier bits in declaration order: abstract, final, virtual, PPP, PPP_SET, static, readonly (exact PPP match).
• Fix php-in-php: route StringQuotemeta through JitVmHelperLink::ensureBridge (#1492) #21589 fallout: String_.php calls StringQuotemeta::ensureLinked() (implement is private).
