Flip THROWSWEB_AOT_LINK_GATE and THROWSWEB_AOT_SMOKE_GATE to 1 in ci-defaults so ci-local and examples-aot-smoke run 007-ThrowsWeb AOT link/execute by default. Sync doctor, capability docs, and example READMEs. Closes #2135. Co-authored-by: Cursor <cursoragent@cursor.com>
