php-in-php: NestedJIT bool extract + array_is_list packed check for HashAlgos AOT (#20652)

Summary

• Follow-up to php-in-php: drop HashAlgos/HmacAlgos thin kernel fork — always JitVmHelperLink (#20652) #20714 (always-helper HashAlgos): make AOT hash_hmac_algos fixture green.
• ArrayIsListJitHelper uses HashTable::isPackedList() (NestedJIT → HashTableIsPackedList LLVM) instead of VmArray::isList() foreach (always-false under user-script AOT).
• JitNestedHelperCoerce::extractBoolFromHelperResult — bool helper returns must not go through readLong (bootstrap-aot-link: VALUE-box concat + ordered float compare lowering #8555).
• AOT fixture uses user-script foreach for sha256/sha512 membership (in_array NestedJIT iterate foreach still broken under AOT).

• No new C. Thin registry fork already removed in php-in-php: drop HashAlgos/HmacAlgos thin kernel fork — always JitVmHelperLink (#20652) #20714; this unblocks closing php-in-php: drop isThinStandaloneAotMain kernel from StringHashAlgos/HmacAlgos — always JitVmHelperLink + HashAlgosJitHelper (re-#20050) #20652 by fixing NestedJIT AOT list detection.
