Summary

• Closes Stdlib: extract() with enum case array keys must TypeError (ext/standard/basic_functions.c) #5756: extract([E::A => 1]) must throw TypeError: Illegal offset type (php-src-strict).
• Behavior already matched Zend (illegal offset at array construction); this PR adds the missing compliance .phpt + maintainer repro so the gate stays green.
• No new C runtime logic — language/hash offset rejection already lives in PHP (HashTable / EnumCaseSupport).
