Stdlib: SQLite3Stmt bindParam/getSQL/readOnly + named binds (#19854)

Summary

• Implements SQLite3Stmt::{bindParam,getSQL,readOnly} and named :name binds for bindValue/bindParam (php-src ext/sqlite3/sqlite3.c).
• Fixes SQLite3Result::columnType to return false when sqlite3_data_count is 0 (before first fetchArray after reset).
• Restores self-host spine coverage for the seven Regression: SQLite3::query()/prepare() + SQLite3Result/Stmt missing on 8.4 profile (re-#3434, ext/sqlite3/php_sqlite3.c) #19821 sqlite3 units that were missing from compiler_lib_spine_smoke (Pillar 1 / north-star5-verify-fast).
