Summary

• Adds lib/LanguageProfileScope.php to the M2 self-host spine bundle (follow-up to merged Language: exit(status:)/die(status:) without CLI profile env (#17681) #17685 / Language: exit(status:)/die(status:) named parameters — parse error without PHP_COMPILER_PROFILE=8.4 (Zend/zend_compile.c) #17681).
• Regenerates bootstrap inventory/profile and updates spine footnotes (4337→4338).

Context

Lane B queue had no claimable language/compiler implementation-ready issues (all stdlib/php-in-php owned). check-selfhost-spine-coverage-sync.php was red after #17685 landed without a spine entry.
