Docs: ROOT_README_009 + DEVELOPMENT_STATUS_009 sync drift gates

Problem

#2331 ✅ added 009-FastCGIWeb to examples/README.md, but doc-only PRs can drop the root README.md shipped-examples row or docs/pages/development-status.md entry without failing ci-fast.sh.

Existing drift guards cover 006 (ROOT_README_006_SYNC_GATE), 007 (ROOT_README_007_SYNC_GATE), and 008 (#2229), but not 009.

Goal

1. script/check-root-readme-009-sync.php — requires 009-FastCGIWeb, FastCGI / Web: FastCGI request loop adapter (nginx / php-fpm compatible) #173 tracker link, harness-safe verify commands (no raw docker run -v)
2. script/check-development-status-009-sync.php — requires 009 row in development-status.md with VM ✅ / FastCGI 📋 states
3. ROOT_README_009_SYNC_GATE=0 and DEVELOPMENT_STATUS_009_SYNC_GATE=0 opt-in in ci-fast.sh; default-on after green (mirror Docs: ROOT_README + examples README row for 007-ThrowsWeb #2094 / Docs: ROOT_README shipped-examples table — verify 006-FileUploadWeb row sync #2017)
4. Regen docs: docs/pages/development-status.md if checker expects committed snapshot
