DevEx: phpc init --profile fastcgiweb scaffold (parity with 009-FastCGIWeb)

Problem

#2331 will add examples/009-FastCGIWeb/ as the FastCGI integration fixture, but contributors lack a one-command scaffold like existing profiles:

Presenters copying nginx + phpc deploy steps from #445 need a reproducible tree without hand-editing phpc.json.

Goal

1. templates/init-fastcgiweb/ mirroring Examples: 009-FastCGIWeb minimal fixture for phpc deploy + FastCGI adapter #2331 canonical layout (example.php, phpc.json, minimal public/)
2. ./phpc init --profile fastcgiweb <dir> copies template
3. script/check-init-fastcgiweb-parity.sh (same pattern as check-init-selfhostprobe-parity.sh CLI: phpc init --profile selfhostprobe — scaffold examples/008-SelfHostProbe #2220)
4. Optional INIT_FASTCGIWEB_PARITY_GATE in ci-fast.sh (default 0 until Examples: 009-FastCGIWeb minimal fixture for phpc deploy + FastCGI adapter #2331 lands)

Acceptance criteria

• ./phpc init --profile fastcgiweb /tmp/fcgi && ./phpc lint /tmp/fcgi/example.php green
• Parity script passes on master after Examples: 009-FastCGIWeb minimal fixture for phpc deploy + FastCGI adapter #2331 merges
• docs/phpc-json.md documents profile
• Examples: 009-FastCGIWeb minimal fixture for phpc deploy + FastCGI adapter #2331 README references init command

• CI: FASTCGI_SMOKE_GATE opt-in in ci-local after #173 lands #1899 — FASTCGI_SMOKE_GATE ci-local wiring (follow-up)
