DevEx: phpc init --profile miniwebapp (Router + templates scaffold)

Problem

#312 ✅ ships a minimal phpc init tree (public/index.php hello page). Contributors building the north-star app still hand-copy examples/003-MiniWebApp/ (Router, templates/, config.php, includes[] in phpc.json).

There is no one-command scaffold that matches the reference layout and passes phpc lint --all on day one.

Goal

Emit a lint-clean subset of the 003 layout (not a full copy of shipped example sources):

Scope

• --profile miniwebapp in bin/phpc.php / lib/Cli/PhpcInit.php
• Templates under templates/init-miniwebapp/ (or generated from 003 with license header)
• Default manifest matches AOT: Honor phpc.json includes array in phpc build --project #452 / Examples: Minimal phpc.json for 001-SimpleWeb and 002-StaticWeb #274 shape
• test/unit/PhpcInitMiniWebAppTest.php: temp dir init, phpc lint --all exit 0
• README quick start links profile; cross-link examples/003-MiniWebApp/
