Stdlib: readonly() function_exists false on PHP_COMPILER_PROFILE=8.4 — introspection gate (ext/standard/basic_functions.c)

Problem

readonly(object) semantics work on the 8.4 forward profile (dynamic objects become immutable; re-apply throws), but function_exists('readonly') is false and call sites observe a NULL return instead of void. Zend exposes the builtin on PHP 8.4+ with truthful introspection.

Merged via #17700.

Fix: advertisesReadonlyBuiltin() now mirrors advertisesZendThreadId() — forward PHP_COMPILER_PROFILE=8.4 advertises readonly to function_exists() while reference 8.4.0-dev keeps the phantom gate.
