Zend strlen() accepts bool/int/float/null operands by coercing them to strings (strlen(false) → 0, strlen(null) → 0, strlen(1.5) → 3, etc.). This compiler’s VM raises TypeError for all non-string scalars, breaking php-src-strict parity for legacy code.
Distinct from #10775 (inline array literal LogicException) and strict-types user code paths.
