feat(desktop): add top bar ports dropdown as an alternative ports layout - #6684

Adds a second ports-display mode alongside the existing inline sidebar chip: a compact top-bar pill that opens a workspace-grouped dropdown listing every detected port, with open/copy/close actions and a settings toggle to switch between the two layouts. The single ports-data provider moves up to the dashboard layout so the pill survives remounts on workspace navigation, and a related pane-store flash on v2 workspace switches is fixed along the way. …toggle Code review on #6684 found that hoisting DashboardSidebarPortsProvider to wrap the whole dashboard body kept its old enabled-vs-disabled branch (bare fragment vs. provider component), which changes element type at that tree position and makes React remount everything below it — including the routed workspace content — on every sidebar collapse/expand in inline mode. Move the enabled gate into the data hook instead so the provider component identity never changes. Also from review: gate the ports-dropdown row's copy button on canOpenInBrowser (portUrl is always a localhost address, wrong for remote hosts) and route it through the shared useCopyToClipboard hook instead of an unhandled clipboard write; and don't let the pane-layout sync effect apply a live-query value until it's confirmed ready for the current workspace, so a transitional stale/empty read can't undo the just-seeded layout and reintroduce the tab-bar flash the seeding fix was meant to close.
