feat(runner): retain target requirements by task - #931
Keep a task's model restrictions after it accesses protected data.
With scope = "task", a turn requiring ["private", "customer_data"] makes later turns with the same trusted task ID keep both requirements, even if they supply []. Later turns can add labels, but cannot remove them. Other tasks are unaffected. Request scope remains the default.
Requirements are saved in memory in one route instance, up to 4,096 restricted tasks. There is no expiry, reset, restart persistence or sharing across replicas. The host authorizes task IDs. Calls already in progress are not cancelled.
Tests
Rust workspace tests, Runner prefill tests, strict Clippy and formatting passed after restacking onto main. No live provider calls.

New Features
Added task-scoped eligibility, allowing required labels to accumulate across requests for the same task while remaining isolated between tasks.
Task-scoped requests are checked against the combined requirements; requests that cannot meet them are rejected.
Task IDs and retained requirements are subject to validation and capacity limits.
Documentation
Updated eligibility guidance to describe task scope, retained requirements, and applicable limits.
