feat(runner): build routes from typed configuration - #1205
Configure Runner directly from Rust instead of generating TOML.
Adds RunnerConfig and Runner::from_config(...) for clients, targets, labels, algorithms and ordered target alternatives. Typed configuration and TOML use the same validation and construction.
Part of #1164. Based on #931; independent of the bindings and Relay work.
API
Adds RunnerConfig, TargetEligibilityConfig, RequirementScope and Runner::from_config(...). Existing APIs are unchanged. This builds a full Runner with configured provider clients, not a client-free algorithm.
Tests
126 Runner tests, including typed/TOML equivalence, task retention and invalid configuration; strict Clippy and formatting.

New Features
Configure deployments with typed settings for clients, targets, labels, routes, and eligibility, with validation for duplicates and unknown references.
Choose request-scoped or task-scoped eligibility requirements. In task scope, requirements accumulate across requests for the same task and are applied when selecting eligible targets.
Create a runner directly from typed deployment configuration.
HTTP client URLs are validated to require a host and use HTTP or HTTPS.
The runner adds a public typed configuration API and a constructor for building a runner from that configuration. Eligibility can retain validated requirements by task ID and apply their union to routing. The changes also add limits, validation, tests, and documentation for task-scoped requirements.
DeploymentConfig and eligibility configuration types become public. DeploymentConfig gains typed construction and update methods, with duplicate-name and input validation. Runner::from_config builds a runner from the typed configuration.
Task scope retains validated requirement labels by task ID and applies accumulated labels during routing. Invalid task IDs and limit violations return errors. Tests and documentation describe task isolation, retention, limits, and routing behavior.
Typed and TOML configuration validation crates/switchyard-runner/tests/runner_config.rs
Integration tests compare typed and TOML routing, task-scoped requirements, and configuration validation outcomes.
No demonstrated issue prevents merging. Task-scoped routes retain restrictions and intentionally reject new labeled tasks after reaching the documented capacity limit.

Full details: Docstring Coverage
Explanation
Docstring coverage is 14.29% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 21 functions across 7 files. (1 skipped: 1 unsupported.)
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

A rabbit checks each task’s label, Then hops to routes that match the table. New configs bloom, both typed and clear, While bounded task notes gather here. “Fast or approved,” the bunny beams, And curls beneath the routing schemes.

Derive Clone and PartialEq on the new public config types.
TargetEligibilityConfig and RequirementScope (derive at Line 187) are now public API. They derive only Debug, Default and Deserialize. Callers cannot clone a policy to reuse it across routes. They also cannot compare a scope or a policy in their own tests. Add Clone, PartialEq, Eq to both types. Add Copy to RequirementScope. This is cheaper to do now than after the type is published.
Apply the same change at Line 187. Use Clone, Copy, Debug, Default, PartialEq, Eq, Deserialize for RequirementScope.

Plan for task-table exhaustion in long-running servers.
Retained tasks have no expiry, eviction or reset. After 4,096 tasks carry non-empty labels, every new labeled task fails with target requirement task capacity exhausted. The failure persists until the process restarts. The behavior fails closed and the docs describe it. It still makes the route unavailable for new labeled tasks on a long-lived server.
Consider one of these:
Add a host-callable method that releases a task, for example on a session-final signal.
Add TTL or LRU eviction for tasks.
Expose a metric or log when the table is more than 80% full.
Eviction must remain an explicit host action. Silent eviction would drop retained restrictions.
