Pin the Named stellar spectra to version 2 with TOI-561 - #64

Named v2 (Zenodo 23197931) holds the 11 v1 spectra plus toi561.txt from https://doi.org/10.5281/zenodo.23189979; its DataverseNL mirror is 10.34894/URD02X. The registry is regenerated with fwl-io sync, which adds toi561.txt and leaves the other 11 checksums and every other registry unchanged.

Pin the Named stellar spectra to their second Zenodo version, 23197931, with its DataverseNL mirror 10.34894/URD02X. The new version holds the 11 files of version 1 plus
toi561.txt; the registry gains that one line, and the other 11 checksums are unchanged. Part of #58.PROTEUS (FormingWorlds/PROTEUS#962) and JANUS (FormingWorlds/JANUS#85) accept both versions in their pin tests, so both stay green when this is released; the version-1 branch of those tests goes afterwards.
Testing: the offline suite passes (847) and the live mirror check serves all 35 pins, with the Named pin on URD02X. With this branch installed, the data tests of PROTEUS main, JANUS main and the Zalmoxis setup tests pass. Tested on macOS with Python 3.12.
