QA Steps

Pre-condition:

1. Turn off the internet
2. The account has Self DM
3. Open Reports/Expenses
4. The user has a 1:1 DM

Steps:

1. Launch the app
2. Create a tracked expense and submit it to Self DM
3. Tap "Submit to someone" below the expense preview
4. Submit the expense to any 1:1 conversation
5. Verify that when opening the just submitted expense, the page displays correctly
6. Open Reports > Expenses
7. Verify that when opening the expense, the page displays correctly

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)

This PR revealed #81606 issue.

This block caused a regression tracked in #93575.

The optimistic re-parenting only updated parentReportID / parentReportActionID, leaving the old chatReportID and policyID. Offline, the Rate page couldn't resolve the policy, so the rates were blank until reconnecting.

Fixed in #96903 by also updating chatReportID and policyID, with the matching rollback.
