Add validation error for category

Details

Adds a validation on submit for the category. If it is above 255, we show an error on top of the submit button and don't send the request.

PROPOSAL:

Tests

1. Create account in OldDot and create a Collect Workspace
2. Go to the workspace settings and run the following snippet in chrome dev console:

   p = Policy.getCurrent();
   p.policy.isPolicyExpenseChatEnabled = 'true';
   p.save();

3. Go to Settings > Policies > Categories
4. Add a new category: Meals: Level 2 nesting and a category name that could span two lines: Level 3 nesting and a category name that could span two lines: Lorem ipsum dolor sit amet, consectetur adipiscing elit, sed do eiusmod tempor incididunt ut labore et dolore magna aliqua. (this will create a multi nested in multiple levels)
5. Invite an employee to the workspace
6. Log in on NewDot using the employee account
7. Start requesting money on the workspace expense chat and select the category: Lorem ipsum dolor sit amet, consectetur adipiscing elit, sed do eiusmod tempor incididunt ut labore et dolore magna aliqua. created in step 4.
8. Click the Request $ xxx button
9. Verify you see the following error:
   
10. Change the category
11. Verify that the error went away
12. Click the Request $ xxx button
13. Confirm that the money request was created successfully.

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
