[CP Staging] Show Business Bank account as payment option on expense reports

The changes for the bottom up flow caused a regression such that the Business bank account payment option is not visible for expense reports from the admin's side.

2. Go to workspace chat > + > Request money.
3. Create a Manual request.
4. Click Pay with Expensify.
5. Verify that you can see the Business bank account option
