Web - Bulk selection is cleared for non-visible reports when a single report is deselected (Spend > Reports)

Problem

This is a follow-up to #94143, where bulk selection being cleared for non-visible items was fixed for Spend > Expenses in #95902. The same issue still exists in Spend > Reports.

Action Performed

1. Navigate to Spend > Reports (with more than one page of matching reports).
2. Select all matching reports.
3. Uncheck one report.
4. Observe the selection count.
5. Load the next page.

Expected Result

When all matching reports are selected, unchecking one report should exclude only that specific report and keep all other reports selected, including those not currently loaded/displayed. Newly loaded reports on the next page should remain selected.

Actual Result

• After unchecking one report, the selection changes to the loaded-page count (all non-visible reports are deselected).
• After loading the next page, the newly loaded reports are not selected.

@mkhutornyi @Valforte, could you confirm what count should represent for type: "expense-report"?

The backend returns the expense count (324), while the page contains 64 reports. Since this view selects reports, should the backend return the matching report count instead?

If changing count could affect existing consumers, should the response instead include a separate reportCount when shouldCalculateTotals: true?
